1 This project is co-funded by the European Union, the Russian Federation and the Republic of Finland Activity 4. Utilities network analysis (KRIMEL, KAEEC, months 10–13) ANO Energy Efficiency Centre developed and distributed questionnaires for local administrations and municipal utility companies of Kostomuksha town and Kalevala district on the following topics: 1.Water supply systems; 2.Sewerage treatment systems; 3.Solid waste utilization.

2 This project is co-funded by the European Union, the Russian Federation and the Republic of Finland Water supply (intake) in Kalevala town Water intake was build in 1972 for military unit located in the town and reconstructed in 1990 as a temporary measure. Construction shape - satisfying, Mechanical equipment (pumps, etc.): 70% replacement, Electrical & measurement instrumentation: 100% replacement Water intake problems: Water intake problems: located in dirty, polluted zone of the Middle Kuito Lake. Water intake is very close to sewer outlet (200 m). Plans for development: Plans for development: provision of a sanitary protection zone by removal of sinkhole toilets from water protection zone and removal of sewer outlet outside the settlement.

Number of small water-pumps: 12 Number of people using the water-pumps: 240 The main problems: The main problems: High depreciation of equipment, inadequate, and ineffective cleaning. Very expensive chlorine cleaning – 50 000 RUB for 1 cassette for 2-3 months. Mechanical equipment (pumps, pipes, etc.): 100% replacement; Electrical instrumentation and automation: 100% replacement Plans for development: Plans for development: there is a construction plan for new water treatment plant based on groundwater utilization.

Flow measurement and automation: None. The problems of wastewater treatment The problems of wastewater treatment - cleaning is not complete, almost not cleaned waste water polluting water of Middle Kuito Lake. 7 Water supply network in Kalevala town Total length - 4.3 km, Pipe materials: Cast Iron: 100 mm.- 0, 3 km. Steel: 150- 1,2 km; 100-0,6 km; 50-0,5 km; Plastic - 225-0,9 km; 160-1,1 km, 63-0,2 km. Years of installation (% of length of the network): 1970 – 79 = 26%, 1990 – 99 =19%, 2000 – 2011 = 55% The problems of water supply: The problems of water supply: 26% of pipes require replacement Plans for development: Plans for development: reconstruction of water supply network is on-going.

Years of installation and diameters: 1970 - 79 - 0.1 km. - 150 mm, 1.5 km. - 200mm. 1980 - 89 - 0.4 km. - 200mm. 1990 - 99 - 0.3 km. - 150mm. The location of collection points: 1 point, Kalevala Soviet Str. for 1050 users. Own collection points have: secondary school, elementary school, Bath, District Culture Club, District administration. The problems of sewage network: The problems of sewage network: network is very small, not all dwellers have sanitation, a lot of sinkhole toilets. Plans for development: Plans for development: None.

Water treatment plants– NONE, Sewage treatment plants – NONE The problems of sewage network: The problems of sewage network: The technical condition of water intake is critical (more than 30 years). Bad quality of drinking water, waste water discharged without any cleaning. Plans for development: Plans for development: Construction of new water intake is planned. Proposals: General plan and feasibility studies for water supply and waste water treatment systems development are needed.

10 This project is co-funded by the European Union, the Russian Federation and the Republic of Finland Solid waste utilization in Kalevala district Location – 7 th kilometer of the Kalevala- Kemi road; Total area – 22,3 thousand square meters; Year of construction – 1978. Volume of solid waste collected annually 2.12 thousand tons (from houses - 1.64, from organizations - 0.48) The main problem: The main problem: landfill does not comply with regulatory requirements. Plans for development: Plans for development: new landfill (solid waste polygon) must be designed and build. Proposals: feasibility study for a new polygon.

11 This project is co-funded by the European Union, the Russian Federation and the Republic of Finland Water supply and waste water treatment systems in Kostomuksha town Water supply and waste water treatment systems in Kostomuksha town are in normal conditions in general. Main problems and plans are the following:  Electrical and heating energy consumptions in sewage treatment plant are very high in comparison with the same kind of plants in Russia. There is a plan for reconstruction of the plant -25 MRUB  Reconstruction of the water supply pump station with a full replacement of equipment -5 MRUB.  Depreciation of water supply networks is about 62 %, replacement of 6 km – 27 MRUB.  Depreciation of canalization networks is about 68 %, replacement of 5 km-20 MRUB. 15% of pipes network was constructed in 1970-79 years  Reconstruction of the sludge pump house #14 for dehydration of sludge - 15 MRUB.
