TWG –Initial Intentions To develop and promote the implementation of measures for the:- a) restoration and maintenance of healthy stocks of wild and farmed fish b) regeneration of wild salmon and sea trout stocks To propose arrangements at local and national level for taking above forward and to ensure that this work is reflected in planning guidelines and framework plans

TWG Birnam Proposals The overall aims of TWG from now on will be:- Positive resolution managing the interaction between two industries Rolling out best practice Drawing up restoration plans and evaluating them (restoration work is for others to carry out) Communications Linking with MWGA and FFSG

TWG-Project Manager-Job Description Overall management of TWG Line Management of RDOs Management of TWG budget Attendance at MWGA and FFSG Encourage co-operative working and sharing best practice Encourage and develop internal and external communications Act as facilitator when problems fail to be resolved at local level

TWG –RDO Job Description Core Work Act as local facilitator for the Regional Steering Group (RSG) and the Area Management Groups (AMGs) helping to solve problems Act as main communications channel between RSG and AMGs and the Project Manager Farm Site Visits: Target is two visits per farm--one prior to smolt run period and one prior to winter in preparation for low spring counts. Additional visits as necessary. Visit riparian interests and fisheries trusts as required to foster good relations and talk over any issues that they may be having. Sea Trout Sampling: Usually carried out in May/June/July but programme to be agreed with Steering Group Site and sampling visits will be agreed with Steering Group in February/March Provide administrative support to AMGs as required. Organise and attend meetings Meet with other RDOs to discuss problems and share best practice in both wild and farmed sectors Meet with Project Manager as required Attend RSG meetings to agree work programme and assess previous work programmes Produce news releases on local TWG topics that have agreement of RSG/AMGs Assist in Restoration activity (with PM and RSG approval) Monitor budget and spend for own area and alert Project Manager to any potential overspend. Target is to complete work programme and TWG expenses within total budget agreed. Edit TWG website for own area Reports Produce regular reports for Project Manager on current issues that can be incorporated into his reports for MWGA and Freshwater Fisheries Forum Produce Sea trout sampling Report each October and log on web site Produce annual reports for each AMA by April Produce report for each AMA meeting

TWG—Local Arrangements Regional Steering Groups- –Agreeing work programmes with RDOs Area Management Groups –Responsible for implementation of Area Management Agreements –RDO role as facilitator

TWG Proposed Improvement - Sponsor Group A Sponsor Group representing Wild Fish, Aquaculture and Scottish Government interests could be a way to plug gap left by removal of plenary group. Project manager could then concentrate more on liaising with RDOs to help solve local problems and deal with financial issues.

Structure and Operation of TWG How should AMGs, RSGs, RDOs and PM fit together? What support should there be for PM? Where do SG policy teams fit in? Is there a role for a national forum—if so what form should it take and who should serve on it? How should disputes within an AMG be resolved?
