Conception of safety Safety is the notion when the risk of causing harm to a person or property is reduced and supported at acceptable or lower level due to continuous process of danger and risk management

It is necessary to have Flight Safety Management System ICAO requirements ICAO differentiates between Flight Safety Maintenance Program and Flight Safety Management System: State Flight Safety Program is a complex of measures and regulations aimed to increase flight safety level It is necessary to have Flight Safety Management System for complex carrying out of measures and regulations presented in State Flight Safety Program

Flight Safety Management System (FSMS) Organized approach to safety management covering particularly organization structures,responsibility, policy and procedures Regulated organizations are responsible for carrying out of FSMS. States are responsible for adoption and control over FSMS of regulated organizations

General requirements of ICAO to the states and maintenance suppliers Requirements to the states ICAO standards and recommended practices (SARPS) Availability of State Flight Safety Maintenance Program (complex of regulations and measures aimed to improve flight safety) Complex of regulations and measures Flight Safety Management System of aircraft operator (regular approach to flight safety maintenance, comprising necessary organization structures, spheres of responsibility, policy and procedures) Requirements to aircraft operators Acceptable level of flight safety Stated level of flight safety Flight safety data Complex of regulations and measures Requirements to maintenance suppliers Flight Safety Management System of maintenance suppliers Acceptable level of flight safety Stated level of flight safety Flight safety data

Extract from 101 Amendment defines flight safety risks; 5.3 Starting from November, 14, 2013 the states obligate within their Flight Safety Program organizations responsible for type design or aircraft manufacturing to adopt acceptable Flight Safety Management System, which at least: defines flight safety risks; provides adoption of corrective actions necessary to support coordinate level of flight safety; Foresees constant carrying out of monitoring and regular estimation of flight safety level; Is aimed at constant improvement of general efficiency of Flight Safety Management System; Notice. Instructive material concerning definition of flight safety level is provided in ICAO Safety Management Manual (Doc 9859)

Extract from 101 Amendment Starting from November, 14, 2013 the Flight Safety Management System distinctly defines the hierarchy of responsibility within the whole organization in charge of type design or aircraft manufacturing including direct responsibility top management for flight safety. Note. The term “maintenance supplier” implies any organization providing aviation services. This term comprise certified educational organizations, subject to risk factors while providing their services; aircraft operators; certified organizations of technical maintenance; organizations responsible for type design and (or) of assembly of aircraft; maintenance suppliers of air traffic and certified airdromes.

State Flight Safety Program for civil aircrafts in Russia May, 6th, 2008. The Government of Russian Federation adopted State Flight Safety Program for civil aircrafts. Ministry of transport of Russia was made responsible within determined sphere of activity of Russia’s obligations issued from the Convention on International Civil Aviation, to provide adoption and unified application of requirements in flight safety sphere provided by standards and recommended practices of ICAO within the territory of Russian Federation.

Main directions of realization of the Program The Program comprises six directions, combining a complex of regulations and measures of different significance depending on level of development of any given part of State Flight Safety Program. Members of the System annually organize actions in all the directions on the federal level, including working out of departmental and Federal Target Programs , providing the carrying out of specific most efficient actions to improve flight safety in existing conditions of financing. As a whole carrying out of these actions will aid to reach the set target. 20.04.2017

Amendment to international standards adopted by the Council of ICAO in spring of 2009 Chicago Convention (Items 12,26,32,37) Annex 6 ( Amendments 33 and 14) Part I paragraphs 3.3.1–3.3.4 and 8.7.3.1–8.7.3.4, Part II paragraphs 1.3.1–1.3.7 are applied since November, 18th, 2010 Annex 1 (Amendment169) paragraphs 1.2.4.2 and 1.2.8.2 are applied since November, 18th, 2010 Annex 8 (Amendment 101) paragraph 5, involving Flight Management Safety System will be applied since November, 14th, 2013 Annex 11 (Amendment 47) paragraphs 2.27.1, 2.27.2, 2.27.3, 2.27.4 and additional part 6 are applied since November, 18th, 2010 Annex 13 (Amendment 12), is are since November, 18th, 2010 for paragraph 3.2, note and paragraphs 8.2, 8.4, 8.6 part 8 and additional part F. Annex 14,Part I (Amendment 10) paragraphs. 1.5.1, 1.5.2, 1.5.3 and 1.5.4 are applied since November, 18th, 2010

State Flight Safety Program is unified complex of regulations and activities aimed at improvement of flight safety level According to international standards stated in Annex 1, 6,8,11, 13 and 14, State Flight Safety program is administrative system of flight safety management in the state. State obligations and responsibility for flight safety in accordance with the standards stated above provide that the state defines, sets document requirements, obligations and responsibility for the adoption and carrying out of State Flight Safety Program. This provides working out of instructions on planning, management, working out, control and constant improvement of State Flight Safety Program in accordance with state targets within flight safety sphere. Moreover, this also provides exact definition of resource allocation order necessary for realization of State Flight Safety Program.

Tasks and objectives of training of aviation personnel with implementation of international standards The aim of training is education of aviation personnel and top-management in planning, coordination and management of processes to provide safety at aviation organizations and maintenance supplier organizations The task of training is getting knowledge in designing, construction and practical implementation of Flight Safety Management system and prevention of aviation accidents in civil aviation

Organization of training process at state level In accordance with paragraph 52 of Air laws regulations of the Russian Federation the list of duty positions of aviation personnel in charge of organization of work on functioning of Flight Safety Management System is to be approved by Mintrans and Minpromtorg In accordance with paragraph 52 of Air laws regulations of the Russian Federation Federal Aviation Rules specifying requirements to aviation personnel in charge of organization of work on functioning of Flight Safety Management System are to be issued

Role of civil aviation organizations and maintenance suppliers Support of functioning of Flight Safety Management System of aircraft operations, airports and maintenance suppliers Implementation of requirements of regulating authorities Introduction of positive experience of successful organizations of civil aviation Participation in development of industrial strategy on flight safety Training of aviation personnel for Flight Safety Management System Functioning Implementation of equipment used to improve flight safety level

Conclusion For actualization of State Flight Safety Program and harmonization of its rules and regulations with international standards stated in Annex 1, 6, 8, 11, 13, 14 and approved by the Council of ICAO in March of 2009, it is necessary to work out and carry out proposals on amending the Decree of the Government of Russian Federation issued in March, 6th, 2008 (№ 641-р).

Conclusion Flight Safety Management is a mutual aim of the Government of Russian Federation and aviation industry. Solution of the problem cited above will provide timely adoption of corrective measures by qualified personnel to prevent flight accidents and will let the realization of main principle of Flight Safety Management System, which gives the opportunities to foresee and eliminate problems before they cause a flight accident.
