5 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union INSTITUTIONAL FRAMEWORK Chapter 14: Transport policy Chapter 14: TRANSPORT POLICY  Ministry, within its competence in the field of civil aviation has ingerence on: proposing policy of civil aviation, proposing a national strategy for the development of civil aviation, representing Montenegro in international organizations, proposing and negotiating, under the authority of the Government of Montenegro, ensuring proper implementation of international agreements on civil aviation, adopting bylaws in accordsance with Law and performing other activities in accordance with Law.  The Agency of Civil Aviation is an indepenedent legal body, founded by the Government of Montenegro, which performs public authority in accordance with Law.  The Agency is competent for activities described in article 6 of Law on air traffic.  The Agency prepares the expert grounds for the development of programs, plans, secondary legislation, adopted by the Government and state administration body competent for the affairs of air traffic.  The Agency adopts general acts in accordance with this Law and acts for the implementation of ECAA Agreement, other concluded international agreements, international standards and recommended practices from civil aviation, and standards, procedures and recommended practices of ICAO, ECAC, EASA and EUROCONTROL with the consent of the Ministry.

6 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union INSTITUTIONAL FRAMEWORK Chapter 14: Transport policy Chapter 14: TRANSPORT POLICY  Company Airports of Montenegro was established in 1999. by the Government of Montenegro  Two international airports Podgorica (LYPG, TGD) and Tivat (LYTV, TIV)  Company Airports of Montenegro successfully cooperates with other airports in the region as well as other international airports and with a large number of Air carriers  The national airline company Montenegro Airlines was founded in 1994. and is one of the young European airline company.  Membership of IATA (International Air Transport Association), having the IOSA certificate, using the largest global reservation system, "Amadeus", selling over the internet and doing regular traffic on most major European destinations.  Montenegro Airlines operates with eight aircraft, of which five types are “Fokker" and three "Embraer“.
