Mapping the Budget NEPAL OPEN DATA WORKING GROUP, BUDGET DISCUSSIONS 2014

Freedom Forum’s Budget Initiatives  Enhancing citizen access to information, including budget information.  Conducting Budget Transparency Survey in collaboration with International Budget Partnership (IBP).  Budget demystification and outreach through media.  Gender and pro-poor budget analysis.  Research on use and impact of aid and budget data in Nepal.

Budget Overview for Fiscal Year

Functional classification under 10 sectors/ministries. One-third of the expenditure goes to the ‘General Public Service’. One-fifth of the expenditure go to ‘Health’ and ‘Education’, these are two of the most crucial social sectors.

So, Why Map the Budget Data?

To improve co-ordination between Budget Allocation and Foreign Aid.

To see the relation between the Budget Allocation and Development Indicators.

Challenges in Extracting the Budget Data

Unavailability of budget data in an open format. Lack of data about year-to-year budget allocation for particular projects. Unclear classification between on-budget and off- budget foreign aid on the Aid Management Platform.
