SAINT PAUL SUSTAINABLE BUILDING POLICY BACKGROUND

SAINT PAUL SUSTAINABLE BUILDING POLICY Background: Water use in the US Water use for public supply (potable water) have been increasing steadily since 1950, with increasing amounts of water consumed per person. The average person in the US uses almost 70 gallons of water per day, without accounting for irrigation.

SAINT PAUL SUSTAINABLE BUILDING POLICY Background: Water use in the US Reducing water use has the added benefit of reducing energy consumption, allowing additional savings. Reducing water use reduces sewer cost and the load on municipal wastewater systems. Excessive water consumption can have negative impacts on slow-recharging ground and surface waters, as well as increasing well depth to draw deeper and deeper reserves.

SAINT PAUL SUSTAINABLE BUILDING POLICY Saint Paul Overlay Water Requirements Goal: Reduce indoor and outdoor water consumption. Objective: Choose fixtures, landscaping elements, and irrigation systems that use less water. Strategy: Calculate water use of the project and compare it to a calculated baseline, both for interior and exterior use to ensure that savings are greater than 30% for interior and 50% for exterior; or choose fixtures that will have this effect.

SAINT PAUL SUSTAINABLE BUILDING POLICY INDOOR WATER USE REQUIREMENTS

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor Water Use: Saint Paul Overlay requirements Requirement: Predicted use of potable water in the building must be at least 30% below levels specified in Energy Policy Act of – Water coolers, water fountains (bubblers), and other beverage water devices are exempt from this requirement.

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water use: background on fixture flow rates Mandated by the Energy Policy Act of 1992: Toilets: 1.6 gpf Urinals: 1.0 gpf Bath and kitchen faucets: 2.2 gpm at 60 psi Showerheads: 2.5 gpm at 80 psi (Note that these federal maximums, and that to satisfy the Overlay requirements fixtures will need to have higher performance than those listed here)

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water use: 2 available methods Prescriptive path Performance path (calculated reduction) Not all guidelines or rating systems will have the prescriptive path option.

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water use: Prescriptive path (fixtures) The Saint Paul Overlay requires that all fixtures must not exceed the following flow rates: Toilets: 1.12 gpf Urinals: 0.7 gpf Bath and kitchen faucets: 1.54 gpm at 60psi Showerheads 1.75 gpm at 80 psi

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water use: Prescriptive path (non-fixtures) The Saint Paul Overlay requires t he following for non-fixture water consuming devices: Clothes washers: WaterFactor of less than 6.0, and/or ENERGY STAR Qualified Dishwashers: ENERGY STAR Qualified Other water consuming devices (autoclaves, cooling towers, etc): Use available technology where available, meet or exceed 30% reduction through direct efficiency or related technologies.

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water use: Performance path If using the Performance Path, the Saint Paul Overlay requires the calculation of a “base case” and a “design case.” The “base case” must use Energy Policy Act of 1992 fixture ratings, and typical use amounts for other fixtures and devices. The “design case” must show that 30% less water will be used than the “base case.” The use patterns between the “base case” and the “design case” remain the same.

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water use: Performance path The Indoor_water_use_calculator is an Excel workbook available at The calculator is used to demonstrate compliance with the Saint Paul Overlay requirements and a completed calculator must be submitted to document compliance with the performance path. The calculator may also provide an alternative method to meet the requirements of some guidelines or rating systems. It does not, however, replace any requirements internal to a guideline or rating system.

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water use: Performance Path: Indoor_water_use_calculator The indoor water use calculator consists of two sections: the base case and the design case. In the base case enter the name of the occupant group, and the use pattern for each fixture.

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water use: Performance Path: Indoor_water_use_calculator The design case uses the use pattern entered into the base case. Enter the design fixture flow rates into the yellow cells.

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water use: Performance Path: Indoor_water_use_calculator There are 5 available sheets, intended to be used if there are distinct use patterns in the building. The Summary Sheet combines the total use, and calculates total savings.

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water reporting requirements: Prescriptive Path Provide a list of all fixtures and non-fixture water consuming devices included in the project. The template for the list is available at Provide flow, flush, and per-use water use for each fixture to demonstrate that every fixture in the project is at least 30% more efficient than the Energy Policy Act of 1992 levels. Provide the information above to PED and DSI:

SAINT PAUL SUSTAINABLE BUILDING POLICY Indoor water reporting requirements: Performance Path The performance path is verified through submission of the Indoor_water_use_calculator, showing at least a 30% reduction in water use over a base case. Provide the completed calculator to DSI and PED at Include a list of water fixtures and non-fixture water consuming devices, with flow or other use rates, template available at

SAINT PAUL SUSTAINABLE BUILDING POLICY OUTDOOR WATER REQUIREMENTS

SAINT PAUL SUSTAINABLE BUILDING POLICY Outdoor water use: requirements 50% reduction from base case Exact calculations vary slightly between guideline or rating systems In order to report compliance with the Sustainable Building Policy, please provide an Outdoor_water_use_calculator.

SAINT PAUL SUSTAINABLE BUILDING POLICY Outdoor water use: Outdoor_water_use_calculator It is only necessary to enter the total annual landscape irrigation consumption (after the 1 to 2 year establishment period) and the % of this water taken from an alternative water source that is not potable or harvested groundwater (such as rainwater collection, graywater, other).

SAINT PAUL SUSTAINABLE BUILDING POLICY Outdoor water use: Most guidelines / rating systems Most guidelines or rating systems have a method that will achieve the requirements of the Saint Paul Overlay to the Sustainable Building Policy.

SAINT PAUL SUSTAINABLE BUILDING POLICY Outdoor water reporting requirements: Compliance is verified through submission of the Outdoor_water_use_calculator, showing at least a 50% reduction in water use over a base case. Provide a list, both for design case and the base case, of all vegetated areas and required data (including species factors, density factor, irrigation efficiency, microclimate factor, landscape coefficient irrigation system type and resulting estimated water consumption) – template available at Provide the completed calculator and area list to DSI and PED at
