12 SAINT PAUL SUSTAINABLE BUILDING POLICY A diverse set guidelines and rating systems are continually evolving in response to the scale of development, building type and regional issues Guidelines are being adopted by states and cities as basis for codes, standards and incentives There is a movement away from simple point- based checklists toward more requirements and a focus on performance outcomes such as carbon emissions and energy consumption Life cycle assessment of materials is beginning to be included in guidelines and ratings There is increased focus on actual performance during operation and the need for a feedback loop and continuous improvement Recent Trends

14 SAINT PAUL SUSTAINABLE BUILDING POLICY Architecture 2030 is a great concept but needs work to apply it in practice Current guidelines and standards do not necessarily get you where you want to go There is an overwhelming amount of information There is no central source of information that shows costs and benefits based on actual performance in our region Lack of connection and information sharing between sectors — policy, finance, planning, design, construction and operation The problem is urgent — we have ten years! 16 SAINT PAUL SUSTAINABLE BUILDING POLICY Rating and certification systems help define green building in the market. They inform how environmentally sound a building is, providing clarity regarding what green components have been incorporated, and what sustainable principle and practices have been employed. Many different sustainable building standards exist, and each has pros and cons depending on the specifics of your building.

17 SAINT PAUL SUSTAINABLE BUILDING POLICY The definition of a “green” building is often in the eye of the beholder. Following a sustainable building standard and receiving certification can reduce implied risks – such as green washing, which attempts to create the perception that a property is green, when in fact no real effort or expense has been invested to achieve that goal. Certifying a green building informs tenants and the public about the environmental benefits of a property, and discloses the additional innovation and effort the owner has invested to achieve a high performance building.

18 SAINT PAUL SUSTAINABLE BUILDING POLICY Green buildings are considered high performance buildings if implemented properly. Strategically integrated mechanical, electrical and materials systems often create substantial efficiencies, the complexity of which is not always transparent. Rating a green building identifies those systems objectively, and quantifies their contribution to energy and resource efficiency.

19 SAINT PAUL SUSTAINABLE BUILDING POLICY Some sustainable building standards require third party verification of green strategies, thereby reducing the risk that the building will not perform to the expected standards of a green building. Rating or certifying a green building helps remove that subjectivity.

37 Tenets of MSBG Follow Sustainable Building 2030 for an Energy Standard Focus on achieving the lowest possible lifetime costs Include air quality and lighting standards Create and maintain a healthy environment Facilitate productivity improvements Specify ways to reduce material costs Consider the long-term operating costs of the building including the use of renewable energy sources and distributed electric energy generation that uses a renewable source or natural gas or a fuel that is as clean or cleaner than natural gas.

38 SAINT PAUL SUSTAINABLE BUILDING POLICY Required only = No points MSBG awards no points for meeting certain criteria. Guidelines are simply required when they clearly contribute to the desired outcomes. Some guidelines are recommended rather than required until their benefits to the State can be clearly demonstrated. Where any inconsistencies may appear as to the extent of performance required or whether an item is recommended or required, the more strict (higher performing) case shall apply.

The outcomes are documented within the MSBG Tracking Tool with its embedded calculation tools. The purpose of this system is to collect data on outcomes wherever possible, and to educate all participants in the process of determining outcomes. The performance of real projects is the outcome of this process.

68 Sustainable Development Policy The Saint Paul Port Authority, the lead agency in industrial development in Saint Paul, has a sustainable development policy that: Requires every new building to undergo Xcel Energy’s Energy Design Assistance program Offers services to businesses, through LHB Architects, that include an evaluation of material usage for increased durability, resource efficiency and cost effectiveness Offers services through Great River Greening’s High Performance Site Design, which promotes native planting and enhanced storm water management
