Background Based on a review of the first three years, the HDA is undergoing a process of transformation as we prepare for the new financial year The Agency undertook this intensive planning process due to an identified need to sharpen our focus around land assembly, as well as the way we respond to the needs of the sector The strategy arises from discussions with the Board, Exco, Manco and in the different HDA departments and regions The strategy has been approved by the HDA Board

Highlights of new strategy The most important shift will be the development of a national sector-wide land assembly strategy in partnership with organs of state and other key sector stakeholders to sharpen our focus and drive delivery. The strategy will ensure that well-located land is identified and released for development viz. ‘Vibrant communities living on well-located land’. Shift in focus from delivery from head office to a strong presence in the regions. Performance and delivery are now the key focus for our teams in Johannesburg, Limpopo, Western Cape, Eastern Cape, Northern Cape, North West and Free State. The revised plan provides a secure basis for sustained growth and delivery and ensures that the agency is aligned with priority programmes and initiatives of NDHS, the most important being the Outcome 8 of the Delivery Agreements.

Programme 1 – Land Strategy and Planning Design and coordinate strategies and support programmes that facilitate the release of integrated land and landed property for sustainable human settlements development. Offer geo-spatial information services through research and innovative solutions to national, regional and local partners. Provide a monitoring and evaluation function for sector programmes as requested, and will also conduct a due diligence function for land acquisition in Programme 2. Purpose of the programme:

Programme 2 – Land and Housing Support Services Strategic objectives: Well-located land is acquired and released for development in line with the land assembly strategy and in collaboration with partners Implement land assembly and housing support programmes as agreed with partners aligned within the national land assembly strategy to key national strategic priorities at regional level Develop and share with the sector a clear suite of services that differentiates the HDA including services that support: Land Assembly Informal settlement upgrading Emergency housing Blocked projects

Programme 2 – Land and Housing Support Services Purpose of the programme: To ensure that there is appropriate management, capacity and technical support services for: the release of well-located land for the human settlement sector implementation of support programmes projects that promote sustainable human settlements at a regional level This is as agreed with sector partners - provinces and municipalities - and in line with the sector-wide land assembly strategy

Programme 2 – Land and Housing Support Services Structure: Structured into the regional offices - implementation support provided here Regional offices structured in terms of the programme support areas agreed with partners National technical resource pool to: Service areas where there is no regional offices Specialist capacity that cannot be located in the regional offices based on support areas Dedicated focused technical support to the regional offices Do set-up and prep work, backup support/capacity; quality control and risk management on implementation, deal with special projects/ interventions relating to implementation and troubleshooting if required Typically consist of: development planners / urban planners; engineering; land legal

Programme 3 – Financial sustainability Strategic objectives: Effective internal control systems Develop and implement business and financial model Purpose: To ensure the HDA is financially sustainable and that it maintains a good reputation through unqualified annual financial statements and annual report. Structure: Finance, SCM and Risk will be centralised with “identified” staff in each region to support the region.
