CONTEXT GENERAL LACK OF PROPER FRAMEWORK FOR SUSTAINABLE BIOMASS ENERGY PRODUCTION AND USE ADHOC PROPAGATION OF RURAL ENERGY- TYPES OF ENERGY and involvement of PLAYERS NEED FOR VARIOUS SKILLS & COORDINATION TO SUPPORT ENERGY SERVICE DELIVERY (technical, entrepreneur and community)

TECHNICAL INITIATIVEHarnessing renewable energy (solar, wind, biomass, microhydro) and LPG for household, institutions and rural based processing ObjectiveIncreasing modern energy access to rural subsector XX fold by 2015 through a package of energy options that can be delivered cost-effectively to various parts of Kenya project 1Prioritization based on Comparative advantage of various renewable energy options in regions of Kenya and assessment of energy providers AND DEMAND Project 2Develop sustainable biomass production system for charcoal and fuelwoood supply to households Project 3Promote Further exploitation of microhydro for mechanical and industrial processing Project 4Promote generation of electricity from sugar and other waste for supplying medium industrial processing activities in rural areas Project 5Develop an LPG delivery infrastructure-depots Project 6-LARGEEAC Power Master Plan (wind, thermal and hydro) involving Kenya, Ethiopia and Sudan Wind Energy Development in Marsnabit to feed into EAC grid

TITLE: Harnessing renewable energy (solar, wind, biomass, microhydro) and LPG for household, institutions and rural based processing PROJECT ELEMENTS DETAILS ObjectivesIncreasing energy access to rural subsector 3 fold by 2015 through a package of energy options that can be delivered cost-effectively to various parts of Kenya Outputs 1.Map of Resource potential and energy service demand 2.Fuelwood production system and Improved charcoal kilns and wood stoves 3.Additional Micro Hydrosites developed 4.Cogeneration feasibility and developing 120MW capacity 5.LPG handling and storage facilities in place 6.EAC Regional power MasterPlan

INSTITUTIONAL INITIATIVE Create a conducive environment for propagation of modern energy services in rural areas ObjectiveAllowing participation of various energy providers into rural energy service delivery by 2007 Project 1 Develop a legal framework for commercially produced biomass based charcoal and a scheme for access to microcredit Project 2 Develop a policy and financial incentives for private sector to generate electricity into grid from renewable energy options Project 3 Modify/Revise Electric power ACT to promote access using renewable options and Creation of a Rural Energy Agency Project 4 Strengthening selected energy centres to be centres of excellence on renewable energy delivery systems Project 5 Establishment of a support fund for rural energy projects development (similar to AREED) Project 6 Establishment of R & D for multipronged energy service delivery

CAPACITY BUILDING INITIATIVE Development of human resources for effective rural energy service delivery in Kenya ObjectiveTraining multipurpose skills for rural energy service delivery with targets specified in the Strategic Plan (PRSP) by 2015 Project 1Facilitate training of multipurpose rural energy technicians (servicing and maintenance) entrepreneurs/energy providers and rural communities. Project 2Enhance training of renewable energy engineers at Diploma degree and post graduate level to sustainable energy delivery and initiate local manufacture of RETS Project 3Revitalize training and demonstration activities in existing energy centres
