Senior Community Service Employment Program (SCSEP) California Department of Aging Coordinator Training Host Agency Requirements 1

Role of Host Agencies  SCSEP is designed to meet the needs of participants striving for economic security  SCSEP is also designed to help meet the unmet service needs in the community  The Host Agency is where these program goals are achieved 2

SCSEP and Host Agency Critical Partnership  Participants primary experience in SCSEP takes place at the host agency  Majority of program funds are expended on the community service employment and training experience  Creating new and/or expanding existing community services remains a major SCSEP goal  Performance measures include indicators around the subsidized experience 3

Host Agencies Must Meet the Following Criteria:  Current 501(c)(3) private non-profit organization OR  Public agency NOTE: Assignments at religious or faith-based organizations: ►Must provide a service open to all community residents ►Cannot involve any form of worship or prayer 4

SCSEP Expectations of Host Agencies  Meaningful on-the-job training  Support for participant’s IEP and job search  Opportunity to help meet service needs in the community 5

Host Agency Assignment Description Must Include:  Assignment title  Duties and responsibilities (detailed description)  Host agency identification and FEIN  Hours and days of week  Name and title of supervisor  Criteria for selection  Particular skills, experiences or training requirements for the assignment  Training needed to perform duties and/or to be provided by host agency  Date 6

Role of Participants at Host Agencies  Participants:  Acquire new skills/update existing skills  Gain greater self-confidence  Learn new workplace systems and procedures  Update resume  Provide valuable community services 7

Role of Supervisors at Host Agencies  Supervisors:  Provide workplace and task orientation  On-the-job training  Skill and personal development assistance based on participant IEP  Encouragement in job search  Evaluation of participant progress  Updates participant tasks or assignment, if the participant is ready to learn new skills 8

Host Agency Agreement  The Host Agency Agreement includes the following commitments to:  Support the participant  Provide skill training and supervision in learning/practicing new tasks  Allow the participant to attend meetings, go on job interviews, etc.  Hire a participant if an appropriate opening occurs  Provide a safe working environment  Receive an agency orientation  Abide by agreed upon work schedule 9

Host Agency Agreement - Continued  The Host Agency Agreement includes the following commitments to:  Submit properly prepared/signed time sheets  Provide periodic performance review and annual performance evaluation  Honor maintenance of effort, prohibit volunteer service at host agency, and non-discrimination  Never supplement participant wages  The Agreement must be signed and dated, renewed yearly, and have 501(c)(3) documentation attached if the host agency is a non-profit organization  The Host Agency Agreement term is one-year 10

Monitoring Host Agencies  Project Monitoring includes:  Compliance with host agency agreement  Supervision and participant training  Participant progress in learning tasks in position description and/or overcoming personal barriers  Ability to hire  Notification of pending participant rotation (when appropriate)  Annual safety check; more frequent if workers compensation claims warrant 11

Maintenance of Effort (MOE) Violations – SCSEP Assignments Must Not:  The SCSEP project and the host agency must not assign a SCSEP participant to displace a current employee or to perform duties of laid-off employee 12

Host Agency File Documentation  Executed Host Agency Agreement with Federal Employee Identification Number—FEIN included  Copy of the Participant Community Service Assignment or Duty Statement  Current 501(c)(3) [unless a public agency]  Authorized signature forms  Acknowledgement of agency orientation  Annual safety evaluation reports  Annual monitoring reports (and any necessary follow-up documentation)  Case Notes with appropriate signature or initials 13
