“NASA will renew and modernize its facilities to sustain its capabilities, and accommodate those capabilities in the most efficient facilities set practical.” Facilities Strategy Objective 3.1: Attract and advance a highly skilled, competent and diverse workforce, cultivate an innovative work environment, and provide facilities, tools, and services needed to conduct NASA’s missions. Strategic Objective Drive advances in science, technology, aeronautics, and space exploration to enhance knowledge, education, innovation, economic vitality, and stewardship of the Earth. Mission Risk reduction Investments in program and strategic capabilities Operating cost reduction Supporting NASA’s Vision, Mission and Strategic Objectives

NASA Governance Structure Executive Council: –Chaired by Administrator –Approves NASA budget, provides strategic direction, approves largest investments ($100M or greater) Mission Support Council –Chaired by Associate Deputy Administrator –Approves major investments ($20M - $100M), approves major real estate initiatives, approves master plans Program Management Council –Chaired by Associate Administrator, Alternate Chair Chief Engineer –Approves missions, programs, KDPs, and makes budget recommendations to EC that could influence facilities requirements. The Strategic Management Council –Chaired by Administrator –Discussion body to provide input to Administrator on Agency strategic direction. NASA’s Senior Management Councils influence major facilities decisions. They provide strategic direction and ensure mission alignment. 3

7 Facilities and Real Estate Initiatives Federal Initiatives Sustainable design and construction – 15% by Net Zero Energy Buildings – Buildings planned after 2020 to achieve net zero energy performance by Freeze the Footprint – No increase in administrative or warehouse square footage. Renewable electricity – 20% of electricity must come from renewable sources by Federal Building Personnel Training Act – Training and experience requirements for facilities management staff. Energy Savings Performance Contracting – Increased emphasis RPMS data – Increased emphasis in data quality for benchmarking and management.

8 Facilities and Real Estate Initiatives NASA Initiatives Commercialization of space - Transforming NASA’s infrastructure Master planning - tool for strategic alignment Implementing master plans - recapitalization Deconstruction and disposal – to reduce costs and liability Energy investments - EUL receipts, CoF budget line Partnerships -Leveraging underutilized property through EUL, NHPA leases, Space Act Agreements, CSLA, landlord tenant agreements RPMS data – Improve data quality Facilities maintenance -Exploring new ways to accomplish facilities maintenance within a shrinking CMO budget Policy – Revisions to NPR 8800, NPR 8820, NPR 8831

9 Facilities and Real Estate Challenges Utilization – Measuring and improving utilization. Federal deficit - Concern drives flat and decreasing budgets. Space Shuttle retirement - Redirection of Shuttle ground support funding.. Facilities continue to age and degrade - Major CoF investments create pockets of improvements while facilities degrade in other areas. Mission flux - Challenges in identifying strategic capabilities and establishing long term facilities strategies. Potential encroachment - Partnerships defray costs but increase the risk of interference with NASA activities. Climate change - Impacts must be considered in long term strategies and facilities performance.
