3 Spanish economic situation Just read the newspapers …  Government funding and salaries reduced  Higher VAT (16  18%)  Euro weaker than before Impact on 2011 e-information renewals:  CSIC €  CBUC € Forced to do some cancellations (where?)

4 Spanish consortia meetings Elsevier meetings in March and May 2010:  3 (out of 8) consortia have to negotiate renewals now  Why not join in order to have the same (better) conditions for all when it’s time to renew each agreement? Offering Elsevier a “single point” negotiation table Adding more participants? Purchasing other Elsevier products?  Asked Elsevier for a proposal (mainly a reduction on annual price increases/price cap)  Elsevier didn’t bring any proposal Wants to negotiate each renewal separately At least will offer the same to the 3 consortia renewing now

5 FECYT (Spanish Science & Technology Foundation) First meeting with Spanish consortia last month  Good feeling, but need to be clear about the role each part has to play!  Consortia see FECYT as a “political allied” to help us in administrative issues, not as another consortium.  Projects that are involving both FECYT and consortia: ISI Web of Knowledge  The only Spanish nacional license (2004-)  Fully paid by FECYT until 2009  Now they need money and ask for some collaboration from universities, etc.  Consortia asked for a co-participation on the decisions also.  Maybe less content in the future (but keeping WOS+JCR)? VAT report  On behalf of Spanish library consortia: what is their fiscal “personality”?  Report just received:  consortia have to invoice their members  both consortia and members can then ask for VAT devolution OA/SELL meeting in Granada (more about this tomorrow)

7 Union catalog: content enrichment & cluster 1. Union catalog (and some local ones, all using Millennium) includes now also:  Cover images from several sources (Syndetic Solutions, Amazon), as well as some from a repository built by CBUC libraries  Tables of content and abstracts (from Syndetic Solutions) 2. Cluster: Independent server, also with Millennium software and managed by CBUC Office, to be used by other institutions

9 Shared print storage facility: GEPA start-up Building refurbishment Regulations and start-up of services Cost model and maintenance fees Report on libraries’ storage needs Review of work processes Loads:  216 metres of journals (7 universities)  712 metres of journals and 40 of books (1 university)

10 Open access: new MDX repository “Materials docents en xarxa” (networked learning materials) documents from 10 universities DSpace software Hybrid model: IP control for some items

12 Digital Library of Catalonia: usage data in 2009 E-journals, > downloads (+12%) Databases, > sessions (+7%) E-books, > accesses (+43%!?)

14 Ebooks: new purchases in 2009 Some “central” money available for a one-time payment It was decided to do a new purchase on e-books:  Aggregators (better consortial models than publishers?)  Co-participation among CBUC libraries (CBUC pays “consortial fees”)  Cooperative selection and access Results:  Expenditures € libraries (12 CBUC members) € CBUC Aggregators: Ebrary, 422 e-books MyiLibrary, 514 e-books  936 e-books to share! 12€/book/institution (average)

16 Union catalog: discovery tool+consortial borrowing Innovative asked CBUC to participate as a partner in the development of a new product, Encore for a Group To be ready at the end of the year It will:  Offer updated and visible information of the items, as well as its availability for loan  Do “direct consortial borrowing”  Provide a discovery tool which merges records from the union catalog and also from the local catalogs

18 Open access repositories: software and participation improvements This year we will work on:  Open acces mandate/policy for all Catalan universities  Adding new institutions to participate  Improving software and services (focus on preservation)

19 Licensing: the crisis is here! Less incomes for our 2011 renewals:  Catalan government = last year’s funds + 0% (but a 5% decrease in salaries!)  CBUC members = last year’s funds + 3,5% More expenditures:  Costs = last year’s cost + 5% (average)  Higher VAT: 16  18% Result: €

20 Digital Library of Catalonia 2011: what to do? Keeping as much content as possible No new incomes available, though we tried Also tried to move some costs to other budgets, but didn’t succeed Asked vendors for “creative solutions” but received few interesting ones (except for some, who offered extra discounts) Beginning to ask e-journals publishers to reduce price increases as much as possible (0%?)  However, we’ll surely have to cancel a database: but which one?!

21 Digital Library of Catalonia: other issues in 2010 New purchase of ebooks (but with no CBUC “central money” this time)? Springer Open Choice? SCOPUS?
