2 Drivers for Portfolio Management  Legislation and GAO  Clinger-Cohen Act of This Act requires agencies of the US federal government to adopt an investment approach to IT projects.  In 1998, the GAO followed with "An Executive Guide: Measuring Performance and Demonstrating Results of Information Technology Investments" that describes portfolio management as one of four strategic enterprise objectives.  National Defense Authorization Acts since 2003  Department of Defense Directives  DoDD (Oct 2005) – IT Portfolio Management  DoDD (Sep 2008) – Capability Portfolio Management.

Organization Where is the problem occurring? What organizations is the problem occurring in? What is the mission/management focus of those organizations? Primary and secondary missions What are the organizational values and priorities? Is the organization properly staffed and funded to deal with the issue?
