These qualifications will fulfil entry requirements for both academic and vocational study post-16, alongside GCSEs. Maximum of three alongside GCSEs

16-19 Update Substantial Vocational Qualifications at level 2 – these are rigorous intermediate technical qualifications for post-16 students wishing to specialise in a specific industry, occupation or occupational group. They cover occupations where employers recognise entry at level 2 or where a level 2 qualification is required before students can progress to a Tech Level. SfA Technical Guidance update July 2014 A funding system which Supports individuals to achieve English and maths at Level 2. Allows young adults (19 to 23) to access and progress through key qualifications available at Key Stage 4 and 5. Supports individuals to gain the core and initial skills required to enter employment. Supports individuals in improving skills and/or gaining new skills to enter and move across and through employment. Supports individuals to progress to the next level of attainment and learning.

Tech Level qualifications approved for inclusion in Performance Tables. Substantial Level 2 vocational qualifications which will meet DfE requirements for inclusion in 16 to 19 Performance Tables. Level 3 Early Years Educator qualifications which are confirmed as meeting the ‘full and relevant’ criteria by the National College for Teaching and Leadership. QCF Level 3 Award in Education and Training and the QCF Level 4 Certificate in Education and Training. Specific qualifications in fork- lift truck, food hygiene, health and safety, and first aid at work approved for certain groups of learners. SfA Technical Guidance- Automatic approval

Our new business rules will ensure that we only fund qualifications that have clear recognition from employers and/or education institutions. Qualifications in the offer will need to be of sufficient size to deliver meaningful learning and demonstrate the attainment of skills, knowledge and understanding. Furthermore, we will only approve qualifications that are in line with funding priorities as expressed in the annual Skills Funding Statement, and that have clear, public facing statements of purpose that demonstrate this. Must be on website by November SfA Technical Guidance update July 2014

Qualifications at Entry to Level 1 must be at least six credits. Qualifications at Level 2 or above must be at least 15 credits. Reviewing the position of Entry and Level 1 provision- Are qualifications appropriate? SfA Technical Guidance update July 2014

Implications- Employers Employers are seen by the Government as critical for the success of these reforms. Employers will become the direct purchasers of apperenticeship and adult training not our centres Evidence of direct employer involvement in the design and assessment of all vocational qualifications is expected and, in the case of the new apprenticeship qualifications, essential. The reformed level 3 qualifications, endorsed by and developed with employers, will form the substantive part of the new study programmes Any Questions? Thank You
