2 What is Foundation Learning? DCSF definition: Foundation Learning is the national suite of learning for 14-19 year olds working predominantly at entry level or level 1 May also be relevant for some adult learners working at these levels Previously known as Foundation Learning Tier

3 Key features of Foundation Learning Delivered through personalised learning programmes based on learner need and aspirations Focused on helping learners progress from their starting point to an individual, meaningful, realistic destination A balance of vocational/subject-based learning, personal and social development and functional skills Achievements captured through QCF qualifications

6 Personalised programmes for individuals: key variables Weighting of curriculum areas (eg emphasis on PSD or on sector-specific learning) QCF qualifications chosen from the FL Qualifications Catalogue Units selected from the rules of combination for each qualification Level(s) of qualifications chosen (and units within them) Size of qualification (award, certificate, diploma) Overall size of programme (size and number of qualifications and credits) Length of stay on programme Delivery models

7 Sample FL programme (1) Disengaged 16 year old FE learner Purpose of programme: to develop self-confidence and improve motivation, to gain qualifications and get some work experience in order to increase learner’s chances of gaining employment. QCF Qualifications: NOCN Level 1 Certificate in Progression (21 credits, 50 SCAAT points, 189 GLH) EDI Functional Skills Level 1 in Maths, English and ICT (15 credits, 37.5 SCAAT points, 90 – 135 GLH) Destination: apprenticeship in retail

8 Sample FL programme (2) 17 year old learner with LDD at an independent specialist college Purpose of programme: to develop the skills needed to progress to supported employment, including personal and social skills and some basic literacy. QCF Qualifications: Edexcel Entry level 1 award in Personal Progress (8 credits, SCAAT points to be assigned, 80 -90 GLH) Edexcel Entry level 1 award in Communication Skills (6 credits, SCAAT points to be assigned, 60 GLH) Destination: supported employment
