Introduction Decision XXVI/9 requested a draft report from TEAP for consideration at the OEWG planned for July 2015 The draft report responding to Decision XXVI/9 is still to be completed and then reviewed by the TEAP according to its Terms of Reference and will be available at the beginning of June 2015 The draft report will be presented to Parties for consideration and full discussion at the OEWG in July 2015 XXVI/9 Task Force3

Introduction (2) Owing to resourcing issues, the Task Force could not start work until mid-February 2015 The Ozone Secretariat informed TEAP that an extract of the work in progress would be required from the Decision XXVI/9 Task Force by the end of March 2015 The only purpose of the extract was to assist in the discussions at the OEWG in April 2015, and TEAP has not reviewed it TEAP understands that Parties need accurate data in a timely fashion. TEAP does need adequate time to be able to deliver reliable information. TEAP requests coordination of reasonable timelines for these outputs in the future Information will change as work proceeds towards the finalisation of the Decision XXVI/9 Task Force Report XXVI/9 Task Force 4

Decision XXVI/9 The XXVI/9 report will build on previous reports on alternatives to ODS (Decisions XXIII/9, XXIV/7, XXV/5) The Decision requests a draft report from TEAP for consideration at OEWG-36 and an updated report for MOP-27 – Request for “a report identifying the full range of alternatives, including not-in-kind technologies, and identifying applications where alternatives fulfilling the criteria identified …in the present decision are not available” – Provide information on energy efficiency levels in the refrigeration and air-conditioning sector referring to high- ambient temperature zones in international standards; – Taking into account the uptake of various existing technologies, revise the scenarios for current and future demand elaborated in the October 2014 final report XXVI/9 Task Force5

Decision XXVI/9 (cont’d) a) Update information on alternatives to ozone-depleting substances in various sectors and subsectors and differentiating between parties operating under paragraph 1 of Article 5 and parties not so operating, considering energy efficiency, regional differences and high ambient temperature conditions in particular, and assessing whether they are: (i) Commercially available; (ii) Technically proven; (iii) Environmentally sound; (iv) Economically viable and cost effective; (v) Safe to use in areas with high urban densities considering flammability and toxicity issues, including, where possible, risk characterization; (vi) Easy to service and maintain; and describe the potential limitations of their use and their implications for the different sectors, in terms of, but not limited to, servicing and maintenance requirements, and international design and safety standards; XXVI/9 Task Force6

R/AC: Refrigerants  The extract contains preliminary information on key performance parameters based on modeling  Key outcomes for the July OEWG report will include:  An update of the list of all low-GWP refrigerants currently being considered  An analysis of potential performance of low-GWP refrigerants under high ambient temperature conditions XXVI/9 Task Force9

R/AC: applications  The extract contains summary information from the latest Task Force reports as well as from the TEAP and RTOC 2014 Assessment reports, including new information on high ambient temperature in a dedicated chapter  Key outcomes for the July OEWG report will include:  Options for new and existing equipment by subsector including performance characteristics and safety considerations  Specific information related to equipment performance under high ambient temperature conditions XXVI/9 Task Force10

R/AC: BAU and mitigation  The extract contains new information on BAU and mitigation scenarios, with emphasis on the impact of the length of the equipment manufacturing conversion period. The Task Force has not yet considered different assumptions for mitigation scenarios  Key outcomes for the July OEWG report will include:  Elaboration on the impact of the various refrigerants as well as the R/AC subsectors  A more precise investigation of the impact of the length of the conversion period in mitigation scenarios for the RAC sector in non Article 5 and Article 5 countries XXVI/9 Task Force11

Medical uses  The extract contains some new relevant information compared to the info provided in the XXV/5 report, in particular on medical aerosols other than MDIs, and updated information based on the 2014 assessment  The report for the July OEWG will contain new updates XXVI/9 Task Force15

Fire protection  The extract contains a summary of information taken from HTOC Technical Note #1, which was updated during the 2014 assessment process, available on the UNEP MP website  All Civil Aviation information has been moved to the report XXVI/7, which will be presented separately  The report for the July OEWG will contain any new updates that become available XXVI/9 Task Force16

Concluding remarks  Decision XXVI/9 requested a report from TEAP for consideration at the July 2015 OEWG  The extract gives a status report of the work in progress for the XXVI/9 Task Force report. This is unprecedented because it was not reviewed by TEAP and is only provided for information for this April OEWG.  Information will change as work proceeds towards the finalisation of the XXVI/9 Task Force Report  The final draft report needs to be submitted to TEAP for review and consensus  The TEAP XXVI/9 Task Force report will then be available by the beginning of June 2015 for consideration at the July 2015 OEWG  TEAP emphasises the need for close coordination of timelines for its outputs in future XXVI/9 Task Force17
