NEPAD Mandate: South Africa is one of the Founding 5 Countries of NEPAD (South Africa, Nigeria, Algeria, Senegal, Egypt); NEPAD base document adopted at AU Summit in Durban, 2002 Priorities for : Ensure, as Co-Chair, effective implementation of mandate of the FOSAD Technical Committee Finalise NEPAD Implementation and Coordination Strategy for South Africa for Cabinet Approval Support the Presidency’s participation in NEPAD HSGOC and Steering Committee meetings Regularise interactions with the NEPAD Agency at official, Ministerial and Head of State Level; Ensure effective coordination. 9

Mandate: Presidential Infrastructure Championing Initiative (PICI): NEPAD Heads of State and Government Coordinating Committee (HSGOC), Kampala, July 2010 established the AU/ NEPAD High level Sub-Committee on Infrastructure ; also known as the Presidential Infrastructure Championing Initiative (PICI); President Zuma is the Chair of the PICI and is responsible for coordinating the implementation of PICI Projects between the 8 PICI Countries; President Zuma is the Champion of the North-South Corridor. Programme for Infrastructure Development for Africa (PIDA): Linkages to the AU/NEPAD PICI and the SADC RIDMP. January 2012 African Union Summit adopted PIDA and IAIDA 10 NEPAD INFRASTRUCTURE

North-South Corridor Priorities for 2014/2015 Provide support through the structures to the Presidency and the President in terms of President’s mandate as Champion of the NSC; Work with structures on Project Management Unit, Project Preparation Facility, project reports, NSC MOU; Develop a monitoring mechanism to effectively monitor the implementation of key infrastructure projects and to identify bottlenecks; Create structured platform for engagement with private sector, eg NBF Afri-ID. Coordinated implementation of NSC vis a vis the “Africa Strategies” of other Departments. 11

APRM PRIORITIES 2014/15 Provide support to Principals during Summits of the APR Forum and other relevant meetings Provide support, together with the National APRM Secretariat, to SA member of the APR Panel of Eminent Persons Provide support to the Office of the National Focal Point (DPSA) Strengthen inter-departmental coordination between DIRCO, DPSA and the Presidency to ensure that the country adheres to its continental reporting obligations as well as to ensure the national APRM process is implemented. Work with the DPSA in preparation for South Africa's Second APRM Periodic Review. Finalize the relocation of the APRM Secretariat and the NEPAD Agency and finalise the Host Agreements for the APRM and NEPAD agencies. 12

Partnerships: Engagement with the North “Changing the Paradigm and Setting the Agenda” G8/Africa Outreach and Africa Partnership Forum (G8+OECD) – APF review process led to adoption of Africa Global Partnership Platform by AU in Malabo recently. G8/Africa Germany G20/Africa Outreach? EU-Africa – Summit held in April 2014 TICAD – Ministerial follow-up meetings re June 2013 Yokohama Summit outcomes France-Africa – Summit held in December 2013 USA-Africa – Summit being in August 2014 Nordic-Africa – informal Ministerial meetings *AU PRC Sub-Committee on Multilateral Cooperation doing Global Review of all partnerships in Addis Ababa. 13

Partnerships: Engagement with the South “Solidarity and common purpose” NAASP – needs to be reactivated with Indonesia as Co-Chair. FOCAC – hosting SOM in SA in November 2014 as Co-Chair. Africa-South America – meetings still being finalised Africa-Arab – follow-up on Kuwait Summit outcomes (Nov. 2013) Africa-India – 3 rd Summit in late 2014/early 2015 in New Dehli Africa-Turkey – 2 nd Summit in November 2014 in Malabo. Africa-Korea – Ministerial in October 2014 (on trade and economic cooperation) in Seoul Still to be properly activated: Africa-Iran; Africa-Vietnam (?) Follow-up on BRICS-Africa outreach of March

CHALLENGES: Human and financial capacity to implement increased mandate required, including increased number of partnerships. Finalise agreed restructuring process. Need to be more proactive rather than reactive and less process/events driven. Need to ensure greater levels of cooperation and coordination intra and inter Departmentally, including ensuring comprehensive information sharing. Need have a greater involvement in NEPAD sectoral work outside of infrastructure, including agriculture, science &technology, ICT, tourism, resource management and social development (SADC linkages, African Ministerial Councils). Clear understanding of roles and responsibilities important (FOSAD/ARC). Linkages to AU Agenda 2063, Post-2015 Development Agenda, and African Diaspora processes. Intra and Inter Departmental Partnership Forum (PRC Sub-Comm./Mission-Review). Coordination with relevant stakeholders nationally, regionally and continentally. Resource mobilisation 15 OVERALL CHALLENGES: NEPAD & PARTNERSHIPS
