Driver and Vehicle Licensing AgencyLianne Parkinson | Head of Vehicle Policy Foreign Registered Vehicles – A Problem? Background Growing concern about the number of over-staying foreign registered vehicles in the UK Analysis done by UKBF and DVLA suggests that between 2010 and 2013, approx. 350,000 foreign registered vehicles entered the UK and did not leave, equating to approximately £60m of lost VED revenue. The impact of non-compliance: - No MOT - No insurance - No evidence that vehicles are roadworthy - No known driver address details - Under the radar for other offences The issue continues to be a high profile topic for DVLA with pressure for action from the public and ministers, The Secretary of State and Home Secretary agreed that departments must work together.

Proof of Concept Trial - Operation Jessica A Steering Group was set up with representatives from DVLA, Police, ACPO, UKBF and HMRC DVLA with the help of the police tested some new enforcement process using intelligence obtained by the DVLA and the police Secured HMRC agreement to share information on overstaying FRVs with the police DVLA the police, HMRC, and recovery managers worked collaboratively to plan and organise a 3-month proof of concept trial to run from November 2014 to February 2015

Operation Jessica – Objectives of the Trial Test HMRC’s data to see if it can help to identify where a vehicle has exceeded the six month exemption period To help develop a robust enforcement process for DVLA, the police and Devolved Power Partners to deal with keepers of foreign registered vehicles who refuse to comply with UK requirements To maximise the use of partnership data, specifically the data held by HMRC To remove unlicensed, unregistered and un-roadworthy vehicles from UK roads Address public concerns in relation to the perception that FRVS are not registered Enhance levels of trust and confidence in local communities To develop links with local authorities to support compliance through education Reduce the intelligence gap
