2 Stakeholder Management

3 External Stakeholder Tracker – The project has produced a Stakeholder Tracker for use and completion by DVLA, DfT, MIB and BIBA – For each external stakeholder it covers what’s required, by whom, when, lead relationship manager, etc – Live document covering following areas: Governance Industry/Specialist Groups Insurance Industry General Public Press Police Courts – Covers activity up to April 2011

4 Insurance Industry – MIB and BIBA take lead for this sector – Joint MIB/DVLA insurance industry event in March 2010 explained what CIE was about – MIB and BIBA issue regular updates to their members – Communication Working Group established comprising: MIB BIBA Insurance representatives (include RSA, Aviva, More Th>n, Zurich) DfT DVLA First met 24 th August Next meeting scheduled 19 th November Monitoring insurance industry contribution to communications

5 Fleet & Leasing Industries Workshops held June/July with BVRLA, FLA and Major Fleets Forum ( latter replaced ACFO workshop ) Follow-up CIE workshops with: – FLA 22 nd November (RMIF also attending) – BVRLA 6 th December (Motability also attending) – MFF declined offer – Provide update on CIE including arrangements for Fleets Aiming to reduce impact on industry – DVLA/MIB analysis of CIE data identified some companies with high numbers of vehicles with no MID record – Proposing one-off exercise to provide companies with VRNs prior to CIE – DVLA/DfT exploring options with FLA for releasing impounded vehicles to leasing companies ( CIE will mirror to be agreed processes for CR offences )

6 Police CIE information and updates being provided on several levels: – Police Liaison Group CIE Project presentation 26 th August – next PLG in February – National Road Policing Officers Forum (late 2010/early 2011) – CIE update by Ray Cope – Regional Senior Traffic Officers Conferences (Scotland, Wales, NW, NE, Greater Midlands, E, SW and SE England) various dates late 2010/early 2011 - CIE update by Ray Cope – CIE presence at MIB sponsored National Police Federation of England and Wales/Association of Chief Police Officers National Roads Policing Conference & Exhibition – 20 th /21 st January PLG advised levels of unlicensed vehicles may need to be monitored following CIE go-live

7 Courts Ongoing process: – DfT and Enforcement Directorate (ED) met several times with MoJ and Scottish Courts Service over last year – ED attend Court Liaison Group twice yearly (January/July) and provide CIE update – DfT will provide Guidelines and Questions & Answers to courts in January – ED agree prosecution processes with courts DfT Agencies CIE information to be provided to DSA, VOSA, etc

8 Other Stakeholders – Historic/classic vehicles DVLA/DfT met with Federation of British Historic Vehicle Clubs 5 th October CIE article provided for November newsletter – Other stakeholders on Tracker will be offered: CIE updates for newsletters, websites, magazines, etc, including: – AA – RAC – SMMT – Road Haulage Association – Motorcycle groups – Agricultural representatives – Citizen Advice Bureau – Motor home representatives – etc

10 Planned CIE Communication Strategy affected by Government spending review Exemption Request submitted to DfT for Ministerial and Cabinet Office approval – Based on need to inform public of law change – Joint DfT/DVLA and MIB funded public awareness campaign using TV and radio channels and inserts with V11 tax renewal reminder – Face extremely tight design and production timetable before planned CIE go-live In the meantime other no/low cost options being planned

11 Other communication plans – commencement timed to laying of CIE Regulations – November/December – Ministerial announcement of CIE launch – Press releases (DfT/MIB/BIBA) National – targeted press notices for transport/home affairs/political correspondents with case studies/national statistics Regional - targeted regional press relevant case studies/regional statistics – Public Relations opportunities (ongoing with DVLA, DfT, MIB & BIBA) – Online via Directgov and Business Link websites with links to MIB, askMID and BIBA websites – Option of using social media sites being considered subject to agreement on social media strategy – Pre-printed information on updated versions of DVLA forms as they are introduced (from February 2011)
