Understand European Energy Supply Security Management Co-ordinators UNDER way towards STANDard indicators for continuous VET A short summary

What are we going to do? We will establish a training and education programme aimed at restoring and maintaining the competence of emergency planners and emergency operators in European energy supply security management.

a)explore the existing competencies and skills among security and safety co- ordinators and identify their respective potential; this is what we call a European system for Occupational Standards for the energy supply security management sector; b) identify eventual barriers, problems or malfunctions in the adoption of common training instruments and practices on all levels (European, national, regional and local);

c) identify good practice among participants, as well as of similar entities at pan-European level; d) develop a strategy for transition to common training instruments and practices for the participating energy supply security management co- ordinators, defining the required methods, tools and action plans, and finally, e) jointly create pilot training platforms

What kind of products will be tested and implemented? will present a White Paper on European system for Occupational Standards for the energy supply security management sector review all current national and transnational policies on energy supply management with a view to distilling essential drivers, future trends and current best practice

produce a document based upon this research, which will seek to inform all of our other activities. will be followed by a validation system that takes into account education, cultural and socio-economic differences throughout the energy supply security management sector.

Training platforms The powerful training platform will be based on different training aspects, such as emergency preparedness, risk communication, safety management systems training that derives from the White Paper analysis.

The project will also conceptualise and produce a glossary of terms for the European energy supply security management co-ordinators. In order for the staff engaged to undertake the training, it will be initially formatted in English and then translated into other European languages

What type of products? The products which will be to the benefit for the end-users, that is energy supply security management co-ordinators, are as follows: CD-ROM, Internet web site connection, with the possibilities to get on-line, short DVD-movie, handbooks, guidelines.

WP 1 SecLink October 2006 – September 2008, 24 months. Overall co-ordination in order to fulfil the demands stated for a Pilot Project; Will be responsible for the day-to-day traffic, organisation, internal information as well as quality control, including legals and audit; Responsible for time planning, deliverables and milestones and the relations to National Agency.

WP2 Cranfield October 2006 – August 2007, 10 months Work Package 2, strategical framework analysis, is responsible for making use of a state of the art survey to develop a White Paper on European system for Occupational Standards for the energy supply security management sector. These benchmarks for emergency planners and emergency operators are for knowledge that will enable decision-makers in both the public and private sectors to create a more resilient energy system.

WP3 NESA January 2007 – December 2007, 12 months. To develop pedagogical support (learning material) for training and courses based on results of other WP, in particular WP 1 and 2; To prepare teaching material for trainers/instructors and basic pedagogical instruments for occasional trainers/instructors; To develop e-learning version of the most important parts of learning material To develop training versions on main training delivery routes:

WP 4 Swedish Energy Agency November 2007 – August 2008, 10 months To develop training support and training model for training and courses based on results of other WP, in particular WP 2 and 3; To test the teaching material for trainers/instructors and basic pedagogical instruments for occasional trainers/instructors; To test the e-learning version of the most important parts of learning material

WP 5 VSB October 2006 – September 2008, 24 months Describe on one hand how the project results will be disseminated during and after the project respectively. On the other hand, it shows how to ensure from the beginning that the results can be exploited successfully.

WP 6 ABC October 2005 – September 2008 To contribute to a quality management system during the full lifespan of the project To provide an evaluation of the network as a whole, with a focus on both outcome and process To evaluate the operation and management of the project, in particular the role of the contractor and the partners
