Pacific Rim Public Health Testbed Network of Physical Networks zAARNET - Australia zAPAN – Asia Pacific zCERNET - China zGEMnet- Japan zSINET – Japan zWIDE - Japan zKOREN/KREONET2 - Korea zSingAREN - Singapore zUNINET - Thailand

Background zPublic Health Distance learning and monitoring technologies already exist in region zHowever, response to epidemiologic or bioterrorism- related events depends more upon informal communications channels than established monitoring systems yA researcher, physician, or public health official in one region telephones or sends an to a counterpart in another yStarts a chain of communications that culminates in the activation of formal response mechanisms

Initial Focus Areas zA testbed of communicable disease related networks, institutions, and individuals in the Asia Pacific Economic Cooperation member economies, building upon high-performance communications networks that are currently in place zA network-aware distance learning application to deliver courses designed to advance learning about emerging infections and bioterrorist-related outbreaks zTesting of secure, self-optimizing surveillance tools for the electronic notification of disease with guaranteed Quality of Service and a Geographic Information System component.

Looking to the future zPublic health is the initial target of the testbed zThese efforts will provide a “proof of concept” zEventually, the testbed could serve many disciplines, many approaches

University of Washington (UW) - Overview zExtensive international experience in public health, technology, and distance learning zA leader in Internet development for decades yan original participant of Advanced Research Projects Agency (ARPA) network in the 1960s and 1970s ya leading participant National Science Foundation-funded Internet initiative of the 1980s yinstrumental in the development of the high-performance Internet in the 1990s zFounding Internet2 member, regional aggregation point, and international peering point yPacific Northwest GigaPoP, Pacific Wave

Pacific Northwest GigaPop (PNWGP) and Pacific Wave z In the late 1990s, the UW created the GigaPoP (PNWGP) to serve as a Pacific Northwest regional hub of the Internet2 national testbed gigabit network zPacific Wave, collocated with portions of the PNWGP, is an international peering service that is designed to enhance efficiency of IP traffic

UW Overview School of Public Health and Community Medicine zOne of only a handful of Biopreparedness Centers in the United States sponsored by the Centers for Disease Control yWorking regionally to network public health authorities in the six northwest states to enhance surveillance and disease reporting. zThe School has been active in International Research and Training in Biomedical and Health Informatics since 1999

UW Overview School of Public Health and Community Medicine – continued zFaculty, students, and technical staff from the school are the development core in research projects including: ya CDC-Washington State-Public Health, Seattle and King County project to develop a regional syndromic surveillance system based on the secondary use of clinical data y National Library of Medicine Phase 2 Next Generation Internet contract award ya Denver Public Health-CDC contract to develop Web-based case-reporting software using public wireless networks. zFollowing September 11, the UW received emergency funding from the APEC Board of Control for enhancing monitoring in the region

UW Overview Distance Education zUW Distance Learning is the nation’s largest research institution provider of and leader in distance learning zCourses0306 zEnrollment010,551 zDegrees andCertificate Programs032

UW Overview Distance Education - Types of Programs zFree Courses y1,000 enrollments in 2 months yLearning Network, UW Homepage, others zCourses yCredit yNoncredit zCertificate Programs y29 Programs yLAAP Program (learning anytime anywhere partnerships) zDegrees yCSS (Computer and Software Systems) yConstruction Engineering yLibrary and Information Science yPHARM. D.

Public Health Practice Certificate zPartners yEmory yJohns Hopkins yTulane zFunding yCenter for Disease Control (CDC) zFormat ycredit graduate-level certificate program (33 credits) yCompleted in 15 months zTracks yAdministrative and Management yCommunity Development yEpidemiology and Information yPolicy Development and Program Planning

Public Health Practice Certificate - continued. zContent yHealth Care and Public Health Services yEpidemiology and Biostatistics yManagement yInformatics yStrategic Planning yFinancial Management yCommunity Health and Needs Assessment

Pacific Rim Networks – Asia-Pacific Advanced Network (APAN) zInternational consortium of high-performance research and education networks zGoal of promoting advanced research in networking technologies and the development of high- performance, broadband applications in the Asia- Pacific Region. zPrimary members include: yAustralia, China, Japan, Korea, Malaysia, Singapore, and Taiwan. zOther members include: yThailand, USA, CGIAR, Canada, Europe, Hong Kong, Indonesia, Philippines, Sri Lanka, and Vietnam.

Pacific Rim Networks – Asia-Pacific Advanced Network (APAN) – continued.

Pacific Rim Networks – TransPAC zCreated by Indiana University zTransPAC is a high bandwidth international Internet connection from the vBNS to the Asia Pacific Advanced Network (APAN) through the Science, Technology, and Research Transit Access Point (STAR TAP) in Chicago.

Pacific Rim Networks – TransPAC – continued.

Information sharing strategies zPAHO/WHO Library for Disasters zResearch Channel

Participation – What you can do now zInform others about the project – have them contact you or us ypublic health practitioners/ officials ymedical schools ylet them know we would like to have other venues in which to present ideas zLet us know about other networks we don't know about zVolunteer for a pilot
