Indonesia Population: 245,613,043 (2009) HE participation rate: 18.36% (2009) – 26% (2011) Number of HE institutions: 3,016 (2010) Access to HE and Lifelong Learning is limited and unevenly distributed

Indonesia

Universitas Terbuka Established in 1984, single mode university, the only tertiary institution using exclusively distance education mode of delivery. Mandate: to increase and equalize access of all Indonesians to HE and LLL Main missions: to provide access to a quality higher education service through ODL; to conduct research and develop ODL system; to utilize and disseminate scientific and institutional research results to respond to national development needs.

Challenges : Scope of Operation and Infrastructure Indonesia is a BIG country, geographically is as wide as Europe Indonesia consists of thousands of island (>17,000), mostly are small and isolated Physical infrastructure such as roads and inter-island transportation means outside Java are mostly not in the ideal conditions IT infrastructure is limited and thus people’s access to Internet is also limited

Challenges: Limited IT infrastructure Internet penetration is only 16,1% (Malaysia is 58.8%) # of Handphone SIM card use: 180 millions – 75% of # of population

Can DE be as good as classroom-based education? How can UT develop good academic programs and be acknowledged by the academic community? How can UT reach all potential students with same and standardized quality programs regardless of their domiciles and access level to technology? How can UT provide learning services to its students? Challenges: Academic Issues
