UNEP E-waste Manual -1 Inventory Assessment Manual (Dec 2007) – Summarizes the available legislations on E-waste in different countries and provides a methodology to design and use E-waste inventory assessment studies and projects. – Discusses the E-waste management chain (starting from electrical and electronic equipment manufacture, production, import, consumption, E-waste generation, treatment and disposal) to identify the "mechanism of trading" and related socio-economic and environmental risks. – Elaborates methodologies for E-waste inventory assessment in a city/geographical area/country with reference to developing countries. – Provides case studies from developing countries.

UNEP E-waste Manual -2 E-waste Management (Dec 2007) – Summarizes the current practices in developed and developing countries on E-waste management, the technologies for E-waste management (collection, transportation, treatment and disposal) and the important prerequisites for effective and sustainable E-waste management. – Provides the conceptual approach for developing regulatory system of Ewaste management for policy makers in order to design an E-waste management system. – Reviews current practices for E-waste management from developed and developing countries. – Discusses financial viability of E-waste management for effective and sustainable E-waste management. – Presents a case study from a developing country, which describes each aspect of E-waste management including techno-economic feasibility

UNEP E-waste Manual -3 E-waste Volume III WEEE/e-waste “Take back system” The third manual of this series was created to serve as guidance for the practitioners and decision makers in understanding, planning, designing and implementing WEEE/E-waste take-back schemes at a national and local level

Workshop on Take Back System In order to support development of policy framework and capacity building on WEEE/E-waste at national and local level, a training workshop on WEEE/E-waste management was held in Osaka, Japan, on 13-15 July 2011. This workshop was attended by national governments, international organizations, the private sector and civil society. The outcome of the workshop identified a need to build the capacity and policy framework on WEEE/E-waste “take back” system and financial mechanism to sustain this system. The Pan-African Forum on E-waste Held at UNEP Headquarters in Nairobi, Kenya, during 14-16 March 2012 Calls for action outlining a set of priorities to support development of a regional approach for the legal transboundary movements and the environmentally sound management of e-waste for the African continent to protect human health and the environment as well as to promote opportunities for social and economic development. Set of priority actions Area 1: Baseline assessment of e-waste problems Area 2: Principles for environmentally sound management of e-waste Area 3: Legal, policy and regulatory frameworks Area 4: Enforcing international, regional and national law concerning imports and exports of used electronic and electrical equipment and e-waste Area 5: Financing environmentally sound management of e-waste Area 6: Environmental, health, and socio-economic aspects of e-waste management Area 7: Capacity building and awareness raising Area 8: Coordination of implementation of the Call for Action Area 1: Baseline assessment of e-waste problems Relevant institutions from the governmental and non-governmental sectors will cooperate in producing national, sub-regional, and Pan-African e-waste assessments using a multi-stakeholder approach and in sharing knowledge. Area 2: Principles for environmentally sound management of e-waste An increased pace to implement green design and the phase-out of hazardous substances contained in EEE is required. The system for environmentally sound management of e-waste should be based on the Extended Producer Responsibility (EPR) principle and the polluter-pays principle. All African States should develop cost-effective national systems for environmentally sound management of e-waste, covering collection, recycling, transport, storage and disposal. The system should be based on international recycling standards. Best applicable technologies should be shared among the countries between the region, other developing countries as well as developed countries. EACO Workshop on E-waste, Nairobi, 18-20 March 2015

Area 7: Capacity building and awareness raising The Forum recommend the following activities: a) Use existing or develop new training toolkits to adopt a train-the-trainer approach utilizing respected community leaders, community based organizations, schools, and others; b) Develop a pan-Africa coordinating network for regulatory authorities; c) Develop a best practice repository within the Basel convention regional coordinating centres for training and technology transfer; d) Undertake capacity-building on monitoring and enforcement; e) Undertake capacity building for assessments on e-waste problems on the national, sub-regional and Pan-African levels; and f) Other activities. Area 7: Capacity building and awareness raising Education and awareness-raising on risks related to unsound practices and benefits of e-waste recycling as well as on hazards of e-waste dumping should be strengthened throughout the African continent, including through the inclusion in the university curriculum and educational programmes.
