Juvenile crimes in Italy: STATISTICS Number of Juveniles reported to the Judicial system: 2008: : ( - 5,2 %) Main crimes committed by minors: Homicides: Assaults: Criminal damages: Sexual assaults: Thefts: Robberies: Drug:

Juvenile perpetrators : ASPECTS 30 % are immigrant, more present in the urban areas. Many of them are without family ! Main crimes: thefts – drug. Differences in number and types of crimes are related to differences such as economical, educational and social factors; Italian juveniles present high incidence of crimes linked to the, so called “welfare disease”: assaults – drug – sexual crimes – baby gangs. 3

Convention on the Rights of the Child U.N. General Assembly resolution 44/25 ( ) States shall take all appropriate legislative, administrative, social and educational measures to protect the child from all forms of physical or mental violence, injury or abuse, neglect or negligent treatment, maltreatment or exploitation, including sexual abuse; 4

THE RIGHTS OF THE CHILD : PRINCIPLES a child is a human being below the age of eighteen years; he/she is entitled to special care and assistance, including appropriate legal protection; In all actions concerning children, the best interests of the child shall be a primary consideration; 5

ITALIAN APPROACH TO JUVENILE CRIME PREVENTION 1.A LEGISLATIVE FRAMEWORK EMBRACING THE PRINCIPLES STATED BY THE U.N. : CONVENTION OF THE RIGHTS OF THE CHILD: 2.THE DEVELOPMENT OF PARTNERSHIP STRATEGIES BETWEEN THE POLICE, THE COMMUNITY AND PUBLIC AND PRIVATE INSTITUTIONS. 6

1991: ITALY HAS RATIFIED THE U.N. CONVENTION ON THE RIGHT OF THE CHILD 2011: THE ITALIAN STATE POLICE HAVE SIGNED WITH U.N.I.C.E.F. A MEMORANDUM OF COOPERATION FOR THE FULL APPLICATION OF THE CONVENTION PRINCIPLES. 7

THE LEGISLATIVE FRAMEWORK Law for Juveniles N.° 448 / 1988 Whenever involved with criminal legal procedures minors are supported by specific Units of the Ministry of Justice (“Social Service Office for minors”); The Judge may grant to Juveniles a “period of probation” (more than 85% of success = not relapsing of crime ) 8

POLICE STRATEGY RELATED TO JUVENILE CRIME PREVENTION Special efforts directed to protect the Juveniles; Development of partnership with the aim to prevent crime and the causes for it; 9

TO PROTECT THE JUVENILES: Specialized Units with expert Officers working directly with the Public Prosecutors ; Criminal Investigative Units having specialized Units to investigate cases involving minors: Child Neglection cases; Pornography And Prostitution; Exploitation Of Child Labour; Sexual abuses; Narcotics; Mistreatment of Juveniles; Bullying cases at school; etc. 10

CRIME PREVENTION AND PARTNERSHIP The Italian State Police have developed projects and activities in partnership as instrument of crime prevention dedicated to the Juveniles. Some examples…….. 11
