1 National Framework Collaborative Police Action on Intimate
Partner Violence (IPV) University of New Brunswick Canadian Observatory on the Justice System’s Response to Intimate Partner Violence Carmen: A work in progress since 2014 – Think Tank - Created synergy at the national level; Involved participants from police forces, academia, community organizations from across Canada; Discussed various best practices developed and implemented in different Canadian communities; Enhanced collaboration and commitment. Leanne: Resolution for Action presented to CACP IPV is a complex social and criminal issue with high human and financial costs to individuals and communities across Canada. Creating a community of practice and establishing a National Framework provides: A foundation for standards, shared language, a visual model and narrative reference material. Education, prevention, intervention, and supports for victims, abusers and communities. Officially endorsed by CACP Crime Prevention, Community Safety and Wellbeing Committee and CACP Board of Directors in Ottawa , August 2016 The framework will be launched Nationally on November during Family Violence Prevention Month. The Primary Mandate of the Police is to Prevent Crime, Reduce Harm & Victimization IPV is a shared responsibility across police, public health and community agencies. Overall community safety is therefore promoted through collaboration. Policies and programming should be supported through sound and effective research and practices which in turn will help in our responses to victims, offenders, families and communities. Intimate Partner Violence (IPV) Behaviour of an intimate partner or ex-partner The United Nations definition of intimate partner violence is utilized in this framework: (World Health Organization Fact Sheet No. 239, Violence Against Women, November 2014) 01 Behaviour that causes physical, sexual or psychological harm 02 Includes physical aggression, sexual coercion, psychological abuse and controlling behaviours Carmen 03

7 Police Proaction Developing and Implementing a Comprehensive and Collaborative Response Strategy for Dealing with IPV 1 3 2 4 Training and Education Support Nation-wide programming to ensure consistent responses from police, agencies & special resource personnel Protection and support required for victim and involved children Review & Monitor IPV Strategy Offender Management Constant review needed to monitor effectiveness of the IPV strategy and any prevention programming Ensure that conditions and sanctions are met & provisions of offender management and treatment are in place Leanne

Intimate Partner Violence - Guideline for Canadian Police Services Policy and Procedure Initial Response Consistent Investigations Court Processes On-Going Efforts Policies for agencies across the nation should be consistent in their communications, dispatch and overall initial response procedure to IPV. Comprehensive investigations, interviewing procedure and charge policy should be akin to any IPV investigation in a different province. The judicial processes in every jurisdiction should proceed similarly including bail procedure and effective case management of IPV files. Monitoring and supervision of offender as well as risk assessment shall be continuous and mandatory. Leanne
