Form of Leadership: Japan The emperor of Japan was given the highest title of leadership but is just a ceremonial leader. The head of government is the Prime Minister who is elected by the Diet (Japan’s legislature).

Other Facts: Japan After WWII, western powers helped establish a constitutional monarchy with a new constitution. The U.S. government was careful to preserve the traditional empire while creating a modern system of democracy.
