 Develop system with trip lengths comparable to or shorter than current day systems  Design for passenger throughput increases through future system expansions – current systems are bottlenecked  Maintain passenger comfort levels and attempt to reduce overall cost

 Cost, reliability, safety, ROI, and performance are key values
