RAST 10 recognized to identify of Agenda items of WRC that are interest to PSO as follows and resolved to identify new wireless technology and applications that would benefit from new spectrum allocations and/or other regulatory action at future World Radiocommunication Conferences. 1. Wireless access systems, including RLANs, in the 5 GHz frequency range 2. Harmonized spectrum for public protection and disaster relief 3. Terrestrial wireless multimedia services. 4. IMT-2000 and beyond. 5. Sharing conditions for fixed and fixed satellite services in GHz. 6. Identification of frequency bands above 17.8 GHz for high density fixed satellite systems. 7. New frequency bands for the mobile satellite service in the 1-3 GHz frequency range.

Telecommunications Technology Association 29/04/2003GSC-8, OTTAWASlide 3 WRC Agenda item 1.22 The WRC agenda items 1.22 “to consider progress of ITU-R studies concerning future development of IMT-2000 and systems beyond IMT-2000, in accordance with Resolution 228 (WRC-2000)” Among these WRC-03 Agenda items as being of interest to many participants from PSOs, we believe that, specially, each PSOs should have a lot of interests to “IMT-2000 and systems beyond IMT- 2000” Agenda item 1.22 because it may have a lot of influence to industries and standards

Telecommunications Technology Association 29/04/2003GSC-8, OTTAWASlide 4 The result of ITU-R studies on WRC Agenda item 1.22 Under this Agenda item 1.22, ITU-R Studies on the vision for the future development of IMT-2000 and systems beyond IMT-2000 have concluded and are documented in the vision DNR[Doc.8/110] The ITU vision is that IMT-2000, its enhancements, and systems beyond IMT-2000 wil l together provide a ubiquitous capability for all of the mobile communication needs of a user.. It is envisaged that this vision will be achieved through three distinct, but overlapping, trends of technology. -The existing IMT-2000 radio interfaces and networks will continue to be enhanced -There will be an increasing relationship between IMT-2000 and other radio systems (WLAN, Digital broadcasting, Satellite elements) - In order to deliver the complete ITU Vision of systems beyond IMT-2000, new eleme nts will be required, especially in the areas of mobile access and nomadic/local area access

Telecommunications Technology Association 29/04/2003GSC-8, OTTAWASlide 5 The result of ITU-R studies on WRC Agenda item 1.22 According to the Result of ITU-R studies on this Agenda item 1.22, CPM (Conference for Preparatory Meeting for WRC) proposed WRC-03 to include the item “to review the requirements for the future development of IMT ‑ 2000 and systems beyond IMT ‑ 2000” in WRC-07 Agendas. AND ALSO, the CPM texts proposes the needs of additional spectrum allocation as follows. To fulfil the ITU vision for future development of IMT-2000 and systems beyond IMT-2000, it is envisaged that further spectrum may be needed, in addition to that identified for IMT-2000 at WARC-92 and WRC-2000.

Telecommunications Technology Association 29/04/2003GSC-8, OTTAWASlide 6 Issue for Discussion(1) Because broadband mobile radio applications like New Mobile Access New Nomadic/Local Area Wireless Access that can accommodate within system beyond IMT-2000 require much broader channel bandwidth than the IMT-2000 systems, and the allocation of more additional spectrum is helpful to industries and markets which develop and implement system beyond IMT-2000, (1)Issue for Discussion and Decision It is believed that GSC or each PSO needs to encourage that WRC-03 should consider positively the needs for the identification of more additional spectrum, and that WRC-07 should identify the additional Spectrum for system beyond IMT-2000

O Those technologies may not be included in IMT-2000 and enhancements. O It would be required more channel bandwidth for high-data rates. System Integration Technology Radio Access Network W-LAN Ad-hoc Network Multimode based on SDR 3GPPs IP Based Wireless Network L3 New Air Interface L2 L1 Channel Modelling O Multiple Access - OFDMA, MC-CDMA etc. O Signal Processing - Turbo code or LDPC O IP based RAN & CN - End to End Network - IP Mobility and Security O SDR - Single H/W Platform with Reconfigurable Architecture O Antenna - Smart ANT, MIMO etc

We think that this GRSC meeting need to discuss whether the next Competent GRSC needs to identify new wireless technology and applications that would benefit from new spectrum allocations and that may be named to “4 th Generation Communication”. 1)Because the spectrum requirements for systems beyond IMT would be different from those of the existing IMT-2000 systems and their enhancements, 2)Because the early allocation of frequency spectrum for beyond IMT-2000 systems can accelerate the rapid growth of market and standardization,
