Some History ERC established ERC TG1 on UMTS/IMT-2000 (the group has held 17 meetings) ECC PT1 developed major UMTS/IMT-2000 ECC deliverables implemented by most CEPT countries ECC PT1 has been an active contributor to ITU-R TG 8/1, WP8F, WP5D and JTG 5-6 on IMT 1997 2000 2010 TG1 produced first ERC Decisions and developed responses to the first EC Mandates on UMTS ERC PT1 held its 1st meeting in Mainz, Germany ECC PT1 has held more than 35 meetings and continue addressing IMT matters An introduction to ECC PT1

8 ECC PT1 Terms of Reference
ECC PT1 is responsible for the overall system aspects of IMT, collaborating with WG Frequency Management on the IMT satellite elements. In particular, ECC PT1 is mandated to: Facilitate the development of IMT, both globally and at the CEPT level. Consider the designation and frequency arrangements for spectrum, identified for IMT in the Radio Regulations. Consider the sharing and compatibility issues in support of the work under item 2. Co-ordinate positions on IMT for input to relevant ITU groups including the ITU process for the development of IMT-Advanced. Contribute to or lead the preparation of responses to relevant EC Mandates related to IMT matters as appropriate. Liaise with ETSI and other relevant bodies dealing with standardisation; On request from CPG contribute to the preparation of CEPT positions for WRCs and other relevant fora. Seek, where appropriate, contributions and assistance from and work collaboratively with relevant ECC subordinate bodies and the Office. An introduction to ECC PT1

12 ECC PT1 input to the CEPT preparation for WRCs
ECC PT1 has contributed to the preparation of the European Common Proposals (ECPs) for the World Radiocommunication Conferences (WRCs) on the following Agenda Items: WRC-2000: 1.6.1 1.6.2 WRC-2003: 1.22 1.33 1.34 WRC-2007: 1.4 1.9 review of spectrum and regulatory issues for advanced mobile applications in the context of IMT‑2000, noting that there is an urgent need to provide more spectrum for the terrestrial component of such applications, and priority should be given to terrestrial mobile spectrum needs, and adjustments to the Table of Frequency Allocations as necessary identification of a global radio control channel to facilitate multimode terminal operation and worldwide roaming of IMT‑2000 to consider progress of ITU‑R studies concerning future development of IMT‑2000 and systems beyond IMT‑2000, in accordance with Resolution 228 (WRC‑2000) to review the results of studies in response to Resolution 539 (WRC‑2000) concerning threshold values for non‑GSO BSS (sound) in the band 2 630‑2 655 MHz, and to take actions as required to review and revise technical, operational and regulatory provisions, including provisional limits in relation to the operation of high altitude platform stations within IMT‑2000 in the bands referred to in No. 5.388, in response to Resolution 221 (WRC‑2000) to consider frequency-related matters for the future development of IMT‑2000 and systems beyond IMT‑2000 taking into account the results of ITU‑R studies in accordance with Resolution 228 (Rev.WRC‑03) to review the technical, operational and regulatory provisions applicable to the use of the band 2 500-2 690 MHz by space services in order to facilitate sharing with current and future terrestrial services without placing undue constraint on the services to which the band is allocated An introduction to ECC PT1

13 ECC PT1 is the CEPT entity contributing to ITU-R WP5D
Since the establishment of the ITU-R WP5D “IMT Systems” (successor of ITU-R WP8F) in January 2008, ECC PT1 has been contributing to its work by presenting the CEPT positions on the issues on the agenda of WP5D, including: Update of ITU-R Recommendations and Reports following the decisions of WRC-07 Digital Dividend ( MHz for Region 1) IMT-Advanced submission and evaluation process Cognitive Radio Femtocells (home base stations) An introduction to ECC PT1

ECC PT1 is currently focusing, among others, on the following issues: Update of ECC Decision (06)01 New ECC Decision on the harmonised frequency arrangements for IMT systems operating in the MHz and MHz New ECC Recommendations on cross-border coordination: For the 800 MHz band for Mobile Fixed Communications Networks For the 2.6 GHz band for Mobile Fixed Communications Networks Update of ECC/REC/(08)02 on cross-border coordination for UMTS and LTE/WiMAX at 900/1800 MHz Lessons learned from practical implementation of Least Restrictive Technical Conditions (BEM) in the 2.6 GHz and 3.5 GHz bands Analysis in relation with the growth of Mobile Broadband traffic An introduction to ECC PT1
