Turkish Patent Institute Establishment:1994 (1871) Status:administratively under Ministry of Industry and Trade with special budget Staff:241 (69 Examiners) Vision “Turkish Patent Institute provides effective protection and widespread usage of industrial property rights ensuring that Turkish industry and technology play a leading role in global competition. It strives to be a leading and model institution in Europe for the development of industrial property worldwide”

Mission to contribute to the development of Turkish economy and technology by encouraging creativity and innovation to provide effective protection of patents, trademarks, industrial designs and other industrial property rights to disseminate the awareness and knowledge of industrial property throughout the country and to cooperate with the related sectors to provide a customer oriented, timely and high quality services by strengthening legal, technical and human infrastructure to represent Turkey on international platforms and strengthen co-operation for the protection of the interests and development of the Turkish economy

IP & Innovation  IP rights are used to encourage the innovation,  Industrial rights provide competetive power, new products and new services are developed according to informations found on ip rights,  IP rights are used to encourage the Investors/Employers to invest money to R&D and new technology, (because of the high potential profit of ip rights).

Relations with government agencies IP Coordination Board (2008) TPI runs the Secretariat of the Board Effective coordination among governmental bodies Decision making body on IP issues. Establishing and directing IP policies The umbrella organisation, The Union of Chambers and Commodity Exchanges of Turkey (TOBB) has secured a place in the Board.

Relations with government agencies Coordination Council for the improvement of investment environment-YOIKK (2001) Aims to –rationalize the regulations on investments in Turkey, –develop policies that will enhance the competitiveness of the investment environment, –generate solutions to the administrative barriers for incestment Public and private sector representatives are involved TPI is co-chairing the Technical Committee on IPR (total 12 TCs) Committee’s decisions are forwarded to the Steering Committee. Appropriate actions are taken by the Board of Ministers

Relations with industry TPI has various tools to enhance cooperation with industry. Information Centers – 21 Information Center (out of total 42) serves for Chambers of Commerce and Industry in various provinces – Provide information and documentation on IPRs, for the use of industrialists and enterpreneurs

Relations with industry Cooperation Protocol with “Turkish Industrialists’ and Businessmen’s Association” (TÜSİAD) – TÜSİAD with 600 members, 2500 companies – protocol aims at enhancing cooperation – for supporting the national innovation system

Relations with industry (SMEs) HEZARFEN PROJECT One of the most important partnership activities of TPI, which is emphasized on SMEs. Aim: Strengthening Innovation Capacity of Turkish SMEs Scope: One-to-one consultancy services for SMEs in order to develop their abilities for innovation through effective use of IP (patent) information. Output: SMEs having built capacity for innovation and improved competitiveness

Partnership with industry (SMEs) BACKGROUND Pilot Project in 2007 Implemented in Ostim Industrial Zone, Ankara Followed by 2008: Sincan Industrial Zone, Ankara 2009: Konya Industrial Zone 2010: Gaziantep Industrial Zone

Partnership with industry (SMEs) IMPLEMENTATION Project Phase -1: Information –Workshop on industrial property rights (patent, trademark and industrial design) for all SME’s Project Phase -2: Selection of SMEs –innovation capacity of SME –number of patent applications –existing of R&D or similar structure Project Phase-3: Interview with SMEs –interviews with each selected SME –in order to have detailed information –to assess the capacity and the needs for new technology of the SME

Partnership with industry (SMEs) IMPLEMENTATION Project Phase-4: Specialist Certificate Course –R&D Engineering, 1 week –Product Development, 1 week –Business Development, 3 days –R&D funding and running, 2 days Project Phase-5: Patent Literature Search –workshop on importance of patent information (workshop) –promotion of “espacenet” as a patent search tool (workshop) –patent search (counsultancy for each SME)

Relations with academia Disssemination of IP Knowledge in Universities –Universities –Turkish Patent Institute –Joint Actions Establishment of IP Policy and Awareness at Universities Establishment of training programs of short duration (10-30 hours) Multidisciplinary advanced programs leading to IP specialists

Online Services for IPR Users Being an institution protecting technology and innovations, TPI also utilizes technology itself. The most important development carried out year 2007under the e- government implementations: Trademark applications online as of 01 August 2007 Patent, industrial design applications and mobile e-signature trademark applications as of 31 December 2007
