People on low incomes frequently cannot borrow money from mainstream banks. Unlike elsewhere in Europe, there is no limit in the UK to the interest rates that loan companies can charge. A household is said to be in fuel poverty if it needs to spend more than 10% of its income to keep the house warm. In 2003, 5.9% of households were in fuel poverty; in 2010 this had risen to 16.4% of households.
