PHYSICAL READINESS PROGRAM FEP IS NOT A PUNISHMENT! IT IS A TOOL TO HELP A SAILOR ESTABLISH A HEALTHY LIFE STYLE TO ENROLL IN FEP DO POORLY ON A PFA OR FAIL! COMMAND DIRECTED SELF REFERRED MISSING A PFA OR FEP IS NOT A FAILURE OF THE TEST OR THE TRAINING SESSION, IT IS DISOBEYING A LAWFUL ORDER OR UNAUTHORIZED ABSENCE AND IS/SHOULD BE TREATED AS SUCH!

PHYSICAL READINESS PROGRAM Fitness Enhancement Program (FEP) Commands will enter a written covenant with sailors enrolled in FEP to ensure success. A log shall be maintained on each member’s progress and will, at a minimum, include the number of PT sessions they actively participated in, monthly PFA results, and any special schools/training attended (e.g. ShipShape). FEP shall be conducted three to five times a week for at least one hour during the workday. Commands may require direct observation of unit activities a minimum of three times weekly to ensure members use duty time in a manner consistent with this requirement. Direct observation is the best insurance of meeting this requirement. Monthly PFAs for FEP members are mandatory (including weekly weigh-in for members in FEP due to BCA issues). COs may use their discretion to enroll in FEP those members with a Satisfactory Overall score and/or at their age-adjusted BCA standard (under age 40 – 22% males, 33% females; over 40 – 23% males, 34% females). Exception – those members who scored Outstanding/Excellent on the PFA with no sub scores below Good.  Reasonable Progress – Defined For sailors enrolled in FEP due to BCA concerns, the emphasis shall be placed on “fat loss” vice “weight loss”. While on FEP for BCA concerns, adequate progress shall be at least 1% of body fat loss per month but by no means more than 5% of body weight in any week. For Sailors enrolled in FEP due to PRT issues, adequate progress may be judged by the following (a) Push-ups. An increase in number of repetitions equal to ten percent of age-appropriate “probationary” standard or one repetition (whichever is greater) per month until attaining “probationary” standard. (b) Curl-ups. An increase in number of repetitions equal to ten percent of age-appropriate “probationary” standard or one repetition (whichever is greater) per month until attaining “probationary” standard. (c) Run. A decrease in time each month equal to at least ten percent of difference between member’s performance on most recent PFA and age-appropriate “probationary” standard. (d) Swim. A decrease in time each month equal to at least ten percent of difference between member’s performance on most recent PFA and age-appropriate “probationary” standard.

PHYSICAL READINESS PROGRAM Processing for Administrative Separation (ADSEP) For members who do not achieve prescribed physical readiness standards by failing to pass three PFA cycles in most recent 4-year period, ADSEP processing became mandatory July 2006. COs may request ISIC waive ADSEP processing for special cases.

PHYSICAL READINESS PROGRAM Administrative actions for PFA failures include: Withholding of frocking and removal of promotion or advancement if not within standards, can regain eligibility if they pass monthly mock PFA. Removal of recommendation for advancement or retention after the 3RD PFA failure in a 4-year period Eval/Fitrep mark of 1.0 in military bearing with an overall “SP” if 3rd failure acquired during reporting period. Conduct three sequential measurements for BCA per DODINST 1308.3. Maximum BCA OF 26% (M) OR 36% (F) if score is EXCELLENT or OUTSTANDING and member presents professional appearance. “Bad Day” rule allow for retest of PFA (both BCA and PRT) during scheduled cycle Increase Length of Time for Physical Conditioning to 60 minutes to allow for proper warm-up and cool-down; consisting of at least 30-45 minutes of continuous aerobic activity. ISIC Oversight ISICs to review ADSEPs initiated by subordinate commands to include FEP for enrolled members. ISICs should use that information in evaluating the leadership of that command, however failure to have administered an adequate FEP shall not be the sole reason to reverse proceeding. ISICs advised to consider treating physical readiness as retention/attrition in future fitness reports on subordinate officer and senior enlisted leaders. BCA Measurement Procedures Per DODI 1308.3, BCA measurements must be taken three sequential times and recorded to the nearest 1/2 inch.  If any of the three measurements differs by more than one inch from the other two, take an additional measurement and compute a mathematical average of the three closest measurements to the nearest 1/2 inch and record this value. On weight procedures, the one pound allowance for clothing has been deleted. Fitness Enhancement Program (FEP) Commands will enter a written covenant with sailors enrolled in FEP to ensure success. PHYSICAL READINESS PROGRAM Enlisted members with over 6 years of service are entitled to ADSEP Board. Officers with over 5 yrs of non-probationary commissioned service are entitled to Board of Inquiry (BOI). If Board recommends retention, the officer must be retained on active duty as a Board recommendation to retain cannot be overturned. On average, the Board of Inquiry process takes approximately 6-9 months to complete following notification to PERS-4834 of affected officers. Issues 1. The ADSEP Board (which an enlisted member will be entitled to if he/she has 6 or more years of active duty) may vote to retain the member. The only way to overturn the board’s decision is to submit a package for SECNAV (ASN M&RA) decision. The initial indication from ASN's legal folks is that these types of cases will receive close scrutiny and will not likely merit overturn approval. 2. This avenue of requesting overturn of a board’s decision is "usually" reserved for misconduct cases (majority being drug abuse cases). If the Navy decides to do this, ASN's office will be inundated with these types of request. Thus, do we send these cases to ASN for board overturns?  3. The enlisted case workload for Pers-4832 would substantially increase due to the fact that they receive all mandatory ADSEP processing cases in which an admin board recommends retention. Additionally, the Fleet sends all locally discharged enlisted ADSEP cases to Pers-4832 for review and forwarding to Pers-3 for filing and thus this number will also significantly increase with PFA discharges. 4. Because of ASN’s added scrutiny and unlikelihood of approving board overturns, it is imperative that the OPNAVINST continue to state that enlisted PFA failures will not be allowed to reenlist if they have 3 or more failures in a 4-year period. This would ensure that the enlisted member who is retained by the admin board, not be allowed to reenlist past their current EAOS. 5. DOD Directive 1332.14 (Enlisted Administrative Separations) and SECNAVINST 1910.4B do not specifically list PFA failure as a reason for ADSEP. 6. BUPERSINST 1900.8A has deleted PFA failure SPD codes and Re-entry Codes (RE Codes) from its text. This instruction will need to be updated to include the appropriate SPD/RE codes. Additionally, the DFAS Pay Chart states that sailors not entitled to an admin board (sailors w/ less than 6 years of active duty) and those that waive their right to an admin board receive one-half separation pay; those sailors that have an admin board receive no separation pay. This “glitch” will have to be corrected.

PHYSICAL READINESS PROGRAM Detailing Those personnel "not recommended for retention" cannot meet obliserve requirements for transfer until they pass 3 PFAs in a 4-year period. Retirement/Title 10 In cases where denial of reenlistment is solely based on PFA failures, CNP has delegated authority to NPC to grant conditional reenlistment for member over 18 yrs but under 20 years to remain on active duty until their Fleet Reserve eligibility dates.

PHYSICAL READINESS PROGRAM Establish program foundation – organization/manning, budget, and training - to meet basic DOD and Fleet requirements. Increase utilization of the Physical Readiness Information Management System (PRIMS) to ensure compliance and reporting of data through command support, internet availability, and programming updates. Educate the Navy in the benefits of adopting a healthy lifestyle through proper nutrition, physical exercise programs, and the proper conduct of an effective Fitness Enhancement Program and Physical Fitness Assessment to ensure the safety and quality of life for our Sailors.

PHYSICAL READINESS PROGRAM PRIMS has gained much visibility with pending program changes and future plans and recommendations. Need for accurate records has been identified to make application of potential admin actions more equitable in anticipation of future personnel policy initiatives that tie to career progression. Revise PRIMS to better support and monitor fleet readiness, PRT compliance, and personnel career development, while providing Commanders with advance monitoring capabilities for personnel. PRIMS IS NOT BROKEN. It's the lack of data contained in PRIMS, not the data itself that is at issue. Recent PRIMS compliance reports indicate 98% UICs with more than 25 personnel assigned have reported Spring 05 PFA data. Members currently are accounted for by UIC when they report to their first non-training command, which accounts for the higher percentage of E3s not in PRIMS. Latest noncompliance report to CNP is in draft and preparatory emails were sent to N1s of Ech IIs to encourage them to get started before they're put on report and in prep for release of NAVADMIN reiterating requirement. Issues You May Hear Addressed 1. N13 - Complete and accurate data is required by N13 when performing strength planning. When data is pulled from PRIMS for purposes of new initiatives and analysis, incomplete data is apparent; however, the data there is valid. 2. N1T - interested in Advancement Algorithm, Five Vector Model, and detailing procedures. Fairness in reporting is essential if Navy plans to look at PFA data to assign weight for purposes of the 5VM/advancement. Additionally, if distribution/detailing/placement may approve or deny orders based on PFA data, the system better be fair and all individuals should have records reflected in PRIMS. JCMS and NROWS both have interfaces set up with PRIMS to consider PFA data. 3. PERS-676 has been granted funding ($100K - MOA between CNI & NPC) for PRIMS to address the immediate programming changes necessary with the r lease of the policy in Aug 05. PERS-676 has prioritized requirements to get PRIMS capability up to speed to ensure accuracy of individual records; however, command compliance is critical to ensure complete data. 4. PERS-676 drafted a NAVADMIN to Superclaimants stating CNO's move to enforce standards, reiterate Culture of Fitness direction, remind requirements to report, etc. Also set a deadline for 100% population of data in PRIMS so we can then make commands aware that we will take stronger action on non-reports to hold them more accountable. Unfortunately, the NAVADMIN fermented, then morphed at N1 level to add (then delete) additional P For message announcing release of NAVADMIN, etc. So now 6 months has passed and the message is still not on the streets. ** Biggest issue - PRIMS is still unfunded and POM-08 may secure that for future; however big Navy needs to provide funds if any comprehensive changes need to be made to PRIMS before then. Additionally, Navy should be certain of how they want PFA data to be considered in light of "culture of fitness" and taking care of the Sailor before we get too far down the road, esp. wrt advancement considerations.

PHYSICAL READINESS PROGRAM Revise OPNAVINST 6110.1H to update the Physical Readiness Program Aid in the establishment of a Culture of Fitness Incorporate the latest fitness guidelines Revise testing and equipment requirements Incorporate PFA lesson’s learned and Fleet feedback Nutrition and Weight Management Course via NKO E-Learning is in development. Update Navy Nutrition and Weight Management Self-Study Guide in an effort to better support and educate our personnel in the benefits of a healthy lifestyle. Enhance communications with the Fleet concerning the Physical Readiness Program.

PHYSICAL READINESS PROGRAM For reporting period in which members fail third or more PFA in most recent 4-year period, enlisted members shall receive: - A grade no greater than 1.0 in” Military bearing” - Marks of “Significant Problems” and “retention not recommended”, respectively. OFFICERS SHALL RECEIVE: - A grade no greater than 1.0 in “Military Bearing”. - Mark for promotability shall be “Significant Problems” Reporting seniors will use discretion when determining “Military Bearing” and retention recommendation marks for a reporting period in which members pass all PFAs. Overall score of ‘Outstanding” or “Excellent” are not required for assigning 5.0 in “Military Bearing”.
