6 OPNAVINST J Physical fitness is a crucial element of mission performance and must be a part of every Sailor’s life. Mission readiness and operational effectiveness are built on the physical fitness of the individual. Therefore, all U. S. Navy personnel shall maintain personal physical fitness by regular exercise and proper nutrition. The principle goal of the Physical Readiness Program is create a culture of fitness to enhance a member's ability to complete tasks that support the command's overall mission.

7 PRP OPGUIDE Physical Readiness Program (OPGUIDE) – the official supplement to the OPNAVINST J. The Physical Readiness Program Trilogy PRP “How To Guide” – provides CFL/ACFL with the proper techniques and rules associated with conducting the semi-annual PFA. Command Fitness and FEP Guide – provides CFLs with information and tools needed to administer an effective Command PT/FEP program. Nutrition Resource Guide – contains nutrition resources and tools to maintain a healthy lifestyle.

8 Recent NAVADMINS 231/13 Service member has 45 days to perform PFA, after official BCA has been taken.

9 Key Program Changes Medical Screening – No member is authorized to participate in the PFA without medical clearance. (PHA, PARFQ, Pre- Physical Activity Questions) Medical Waivers – Members granted two consecutive medical waivers or three in a 4-yr period shall be referred to the MTF for an MEB. Failing BCA constitutes overall PFA failure. Members who fail the BCA shall not participate in the PRT. BAD DAY - Commanding Officer’s may authorize one retest for the PRT portion ONLY. Member must submit request w/in 24 hrs and must retest within 7 days of failure.

10 Key Changes (cont.) Unauthorized Absentees – CO determines non-participation. If unauthorized member shall be designated as “UA” in PRIMS and scored as PFA failure. 10-Week Notification – used for CFL planning not a member preparation window. Not receiving a PFA notification does not exempt members from the PFA as long as medically cleared. Members with over 18 years of service are not exempt from ADSEP. Members with 3rd PFA in 4 years prior to 30 Jun 2011 w/approved Fleet Reserve/Retirement date will be allowed to retire Those with 3rd failure in 4 years subsequent to 30 Jun 2011 will be processed for ADSEP

11 Inspections/Assessments
The CFL must conduct a command self-assessment within 30 days of appointment. The command self-assessment is an excellent tool to provide CFLs with an honest look at the state of their Physical Readiness Program. The Physical Readiness Program is required to be inspection ready at all times.

12 CO Authorizations The CO has authority over the schedule, conduct, safety, and medical waivers for the PFA. PFA approved alternate cardio options BAD DAY guidelines – one retest (PRT only) Non-participation (authorized/unauthorized) Overall approval of Medical Waivers Waive PRT component of Official PFA due to mission requirements (DEP/OP). NOTE: ISIC approval to DEP/OP BCA for the command.

13 CFL Responsibilities Conduct semi-annual PFA per OPNAV J and OP GUIDES Maintain responsibility and oversight of Command PT/FEP Use PRIMS 2011 to manage PFA data Advise Chain of Command on all PRP matters at least quarterly Ensure ACFLs meet same requirements as CFL and are trained to conduct PFA events. Ensure written counseling is performed on Enlisted (PG.13) and Officers (LON) for PFA failures as required.
