Background - Fire and Rescue Services 46 FRS in England. Northern Ireland FRS. Three FRS in Wales. A single service covering Scotland. CFOA – represents all services as the professional voice of the UK Fire and Rescue Service.

Prevention works Fire and Rescue Services have an excellent track record in preventing fires and other incidents. 50% reduction in fires over the past 10 years. 50% reduction in those killed and seriously injured in fires over the last 10 years. Large reduction in arson related fires.

How have we achieved the 50% reduction? Many agencies share the same client base but we were not sharing the same client data base. Intelligence and joint working has been key. Partnerships formed from Government to local authority level and across sectors.

Road Traffic Collisions (RTC) FRS has a statutory duty to attend RTCs but not to deliver road safety education. In , there were 380 fire-related deaths in Britain. In , 1,754 people were killed on Britain's roads. The Government have signalled that the FRS needs to take on a wide role to make society safer – not just from fire – more of a Community Protection Agency.

How will we ensure partnership working? Tying in with: National Regional Local Structures FRS delivering through local Safer Road Partnerships where they exist.

How have FRS engaged? Well respected and trusted brand. Good role models for young people (the hard to reach) and communities. Tied in with schools to deliver ‘safety’ messages through the national curriculum. Seen as an educator not an enforcer. Seen as a helpful friend. Working with RSGB and others on a National Road Safety Week.

Working in Partnership with other Organisations to deliver safer roads ACPO and CFOA working together including jointly appearing in front of the Transport Select Committee. Cross Government lobbying – DCLG, HO, Health, DfT Ministers. Closer working with other road safety groups such as the charity sector and the private sector.

CFOA Road Safety structure Partnerships are key to delivering success. Dedicated work streams to inform FRS. Sharing data, intelligence and approaches to enable FRS and stakeholders to map out how to make a difference – and deliver. Stop reinventing the wheel!

An Oxfordshire example Youth and Magistrates Courts diversionary approach concerning car related crime through working with the Youth Offending Service.

Summary FRS role changing to be more of a Community Protection Agency. Common goal to work with others to reduce road deaths to try to replicate the success we have achieved in fire deaths. Partnerships and data sharing is key. As public sector resources reduce, it’s clear we all need to work together to make a bigger difference.
