Fourth United Nations Conference on the Least Developed Countries 9-13 May 2011, Istanbul Organizational and Logistical Arrangements

10 special passport check points will solely be reserved for LDC IV participants Participants will be directed by special signs to the special passport check points at Atatürk Airport. 4th UN Conference on the LDCs 9-13 May 2011, Istanbul, Turkey ARRIVALS AND DEPARTURES Dedicated passport control check points will be set for participants at Atatürk International Airport. Welcome and information desks will also be made available.

During arrival and departure, VVIP Lounge will be available for the Heads of State / Government and VIP Lounge for other dignitaries. Visiting Heads of State or Government will be welcomed and seen off by the Governor, Garrison Commander and Mayor of Istanbul or by their respective representatives. Director General of State Protocol or an Ambassador representing the Ministry of Foreign Affairs in Istanbul will also be present on the arrival and departure. Minister and Heads of International Organisations will be welcomed and seen off by Deputy Governor of Istanbul at the VIP Lounge of the Airport.

PRIVATE FLIGHTS Ministry of Foreign Affairs of the Republic of Turkey should be informed through diplomatic chanells to obtain overflight and landing permissions for private flights of the delegations. Delegations have to make necessary arrangements for ground services for such planes.

LIAISON OFFICERS All delegations will be provided with one liaison officer. Liaison officer will act as protocol officers and will be seated in the Protocol car. Liaison officers will inform the head of delegation and delegation members about their programmes. Coordinate with delegation, security team and drivers of the cars.

Guide the delegations within the conference premises. Assist the delegations to complete the passport formalities at arrival and departure Facilitate hotel check in and check outs

TRANSFERS Transfer service for all accredited delegation members from the Airport to their respective hotels will be provided. Participants may benefit from municipal public transport network with their conference badges. CONFERENCE PREMISES Intergovernmental Track meetings of the Conference will take place in Lütfi Kırdar Convention and Exhibition Center. The center has 26 meeting rooms, an auditorium with a capacity of 2000 seats, 3000 m 2 foyer space. 4th UN Conference on the LDCs 9-13 May 2011, Istanbul, Turkey

LÜTFİ KIRDAR CONGRESS AND EXHIBITION CENTER Anadolu Auditorium of the Center will be shaped like General Assembly Hall. Opening and closing ceremonies as well as Plenary Meetings will be held in Anadolu Auditorium. Commitee of the Whole will meet in Rumeli A and B Halls. ISTANBUL CONGRESS CENTER Istanbul Congress Center is the main venue for Civil Society and Private Sector Tracks. 4th UN Conference on the LDCs 9-13 May 2011, Istanbul, Turkey

Istanbul Congress Center is Turkey’s largest conference center, with 7 floors. It has an auditorium for 3500 persons, five main meeting halls and several smaller rooms. Offices of the Heads of the UN Agencies and office spaces for country groups (G-77, EU, LDC) will be located at Istanbul Congress Center.

HILTON CONVENTION AND EXHIBITION CENTER Hilton Convention and Exhibition Center will serve as the Press Center. 4th UN Conference on the LDCs 9-13 May 2011, Istanbul, Turkey

Media Center with a big press conference room will be fully equiped with communication facilities, computers, internet corner, TV and radio studios. Members of the press will be able to follow the conference sessions open to public in the Press Center on close circuit tv screens. Lunch, hot and cold beverages will be served to the members of press. TRT and Anatolian News Agency will be Official Media Distributors of the Conference.

ACCREDITATION Accreditation will take place in Harbiye Cultural Center. 4th UN Conference on the LDCs 9-13 May 2011, Istanbul, Turkey

Applications for Accreditation will be processed by the UN. Issuance of conference passes and VIP passes will be done on the basis of: an official communication to the UN Protocol and Liaison Service providing an authorized list of members of delegation individual accreditation forms passport-size coloured photographs All three requirements indicated above must be met and submitted in one whole package to the office of the Protocol and Liaison Service in New York or via to and copy to the Turkish Ministry of Foreign Affairs at After review and approval by the Protocol Accreditation Unit, grounds passes will be issued by the United Nations Pass and ID Unit and made available for pick-up at the Accreditation Centre in Istanbul by representatives of the diplomatic missions. There will also be on-site accreditation.

SEATING ARRANGEMENTS At the opening of the Conference and at subsequent meetings of the Plenary in the Anadolu Auditorium, each Member State will be assigned a total of four seats: two seats at table and two seats for the remaining members of the delegation. Specifically identified seating will be available for other participants. Overflow rooms with web cast and live cast will be made available for the opening of the Conference. In the Committee rooms, each Member State will have one seat at table. Delegations will be seated in English alphabetical order.

INTERPRETATION Simultaneous interpretation services will be provided from and into Arabic, Chinese, English, French, Russian and Spanish for the scheduled official meetings of the Conference. Interpretation services from and into English and French will be provided for the Interactive High-Level Dialogues and for press conferences. The Host Government will provide interpretation services in Turkish for the General Debate. Turkish Government will provide all interpretors for Private Sector and Civil Society Tracks, as well as audio systems and necesarry infrastructıre. Host Committee will also be ready to assisst in arranging interpretors for side events.

TRADE FAIR A trade fair will be organised at the B-5 Floor of Istanbul Congress Center. Necessary infrastructure will be constructed by the Host Country. Each LDC will be provided with a stand free of charge.

HOSPITALITY The Government of the Republic of Turkey will extend hospitality to the LDC Delegations in the format of if delegation is headed by Heads of State or Government. OR if delegation is headed by Ministers or others, as well as 1 Member of National Parliament 2 Private sector representatives 2 Civil society representatives 1 Media representative Travel and accomodation expenses of the Permanent Representatives of the LDC at the UN will also be covered by Turkish Government. Hospitality extended by the Government of Turkey will include Travel expenses, Accomodation (Bed and breakfast) Daily Subsistant Allowance rate Hotel reservation of the delegation members hosted by Turkish Government will be made by the Host Committee. More rooms will be available for other delegation members at the same hotel at their own cost.

ACCOMODATION Adequate accommodation in hotels will be made available at various rates for participants. Hotels in the vicinity of the Conference Premises are recommended. Contracts have been signed with hotels to make 3000 rooms with special rates available for the use of delegation members who are not covered by Turkish Government’s hospitality. A list of hotels has already been distrubuted by the UN to the member states.. Participants are advised to reserve their hotel rooms as early as possible. VISA REQUIREMENTS All visas for accredited participants will be free of charge. Special arrangements for issuing visa at the airport upon arrival will be made for the accredited participants. Applicants are advised to apply for visas as soon as possible. SECURITY MEASURES Wide ranging security measures will be taken during the Conference. Only bearers of a valid Conference badge will be allowed to enter the Conference Valley. Only VIPs andVVIPs will be able to enter the Conference Valley by car. CULTURAL ACTIVITIES A Film Festival will be organised to show movie films from LDC’s in Istanbul during the conference. Work is still under way to prepare music and dance shows at the margins of the conference. 4th UN Conference on the LDCs 9-13 May 2011, Istanbul, Turkey

SIGHTSEEING A travel agency will serve at the Conference Center to meet demands for cultural and touristic guidance in Istanbul. Informative documents about historical and touristic richness of Turkey and Istanbul will be distrubuted in Conference Center by Turkish Ministry of Culture and Tourism.

FOOD AND BEVERAGE Following will be provided for the participants at their own cost. A restaurant will serve in Lütfi Kırdar Center. There will also be Cafeteria as well as food and beverage service in the foyer areas in Lütfi Kırdar and Istanbul Congress Center.

BANKING Branch of a bank will be functional for all kind of banking activities in Istanbul Congress Center during the Conference. 5 ATM’s will be placed in Lütfi Kırdar Center and 3 in Istanbul Congress Center at various spots to enable participants to withdraw and deposit money from and to their bank accounts. All ATM’s will have cability to exchange foreign currencies.

MEDICAL SERVICES An on-site service will provide all first aid facilities at the Conference Center. Ambulance services will be on site should transfer be required to the local hospitals. There will be an ambulance within the motorcade of Heads of States or Governments. Medical teams will be present at Hotels where delegations stay around clock

POSTAL, TELEPHONE AND INTERNET SERVICES WIFI is available throughout the Lutfi Kirdar Conference Center, the Istanbul Congress Centre and the Harbiye Cultural Centre and will be open and free. There will be a delegates lounge with a limited number of PC's available with access to the internet. There will also be a cyber cafe with PC's with internet access. A post office service will be available at the Lutfi Kirdar Convention and Exhibition Centre for postal and related services. Sufficient telephones operated by both card and cash will be placed on site for each delegate's own account.

WEB SITE A web site of the Host Country of the Conference will be operational soon. Substantial information regarding the Confrence will be available on the site as well as links to the related webpages.

RELIGIOUS SERVICES Prayers rooms will be made available in Istanbul Congress Center for members of different religions. Documents describing nearby mosques. Churches, sinagogs and other tempels will be distributed.
