Green Transport Strategy: A Call for Partnership Through a National Environmentally Sustainable Transport Strategy for the Philippines {Greetings and introduction of presentation} Greetings!... Friends, Ladies and Gentlemen… Good morning! Secretary Mendoza sends his best wishes and congratulatory message for this important Conference on Empowering LGU’s to Clean the Air and Address Climate Change as we celebrate the Clean Air 10th Anniversary. Allow me to present to you the message from our Department of Transportation and Communications on Green Transport Strategy: A Call for Partnership through National Environmentally Sustainable Transport Strategy. As introductory note, let me present to you the big picture of EST which the Philippine government is now formulating in the face of the challenges now faced by those in the urban areas. Urban Transport Challenges Cities are growing (size and population) Motorization rapidly increasing Congestion increasing Local pollution worsening GHG emissions Safety worsening Oil dependence Policies failing to keep up Quality of life deteriorating The many challenges facing our country today, most specifically those in our urban areas, include the continuing rapid growth of our cities resulting in similarly rapid motorization and increasing experience of traffic congestion. These result in worsening environmental conditions including air pollution, noise, and road traffic safety. Compounding this situation is a dependence on and massive consumption of fossil fuels for the transport sector; not to mention the failure of policies to keep up with the challenges. Moreover, the transportation sector is responsible for 23 percent of global Carbon Dioxide (CO2) emissions and continues to grow rapidly in the developing countries. At the same time, it has been said that the transport sector is the economic driver of a nation, and plays a central role in facilitating economic activities across sectors and is thus the essential fiber in nation building, in economic development and ensuring quality of life of our people. Thus, we must be able to decouple transport growth from its negative externalities as aforementioned and from economic growth through a National Environmentally Sustainable Transport Strategy. 3 3

Presidential Administrative Order No Presidential Administrative Order No. 254 - Formulation of a National Environmentally Sustainable Transport Strategy for the Philippines - Presidential Administrative Order 254 mandates the DOTC to formulate the national EST strategy and to lead the way in promoting, developing and implementing EST plans, programs and projects both at the national and local levels. 4 4

The key is to realize multiple objectives within a single strategy while achieving a balance among the elements. 5 5

Outcomes of participatory process/ consultations Planning Horizons: Immediate: until 2010 Medium Term: 2016 Short Term: until 2013 Long Term: Beyond 2016 The national EST strategy is the product of a participatory process involving stakeholders such as government agencies, LGUs, NGOs, and the private sector among others. What follows is a long list of strategies developed after stakeholders or participants formulated descriptors (or visions) for each EST thematic area as defined in the Aichi Statement. Note for the following slides: Numbers after each Strategy refer to the Descriptor number. Letters after each Indicator refer to the Strategy 6 6

The DOTC green transport strategy highlights the current programs and projects of the Department that are related to EST. These include initiatives pertaining to motor vehicle inspection and maintenance, emission reduction, mass transport, road traffic safety, alternative fuels, carbon reduction and EST advocacy. 21 21

The logical framework takes into account the cluster categories of the EST thematic areas. CIVITAS [CIty-VITAlity-Sustainability] 22 22

An overall strategy is proposed, incorporating the long list developed and the DOTC green transport strategy. In the overall strategy, the essential components for mainstreaming EST are emphasized. These include capacity building for all levels of government, institutional measures, infrastructure, mobility and accessibility, partnerships, technologies, and the empowerment of communities. The last element recognizes the need to involve a broad spectrum of stakeholders from different sectors. Their contribution to the formulation and implementation of EST initiatives are critical especially as ownership of plans and programs is a necessary ingredient for success. 23 23

Use the Special Vehicle Pollution Control Fund (SVPCF) Derived from the Motor Vehicle User’s Charge One of 4 trust funds. The SVPCF is one of 4 funds derived from the Motor Vehicle Users Charge (MVUC), which includes a Special Road Safety Fund that can also be used to support EST projects focusing on safety. 31 31
