RFQ 180 and RFQ 181

Fire Station/College Instructional Center Scope of Work 14,000 SF structure on West Charleston Campus to house the City of Las Vegas Fire Station (about 10,000 SF) and a College Instructional Center (about 4,000 SF). Full site development of approximately 1.65 acres with parking, driveways, landscaping and street improvements. Pedestrian and vehicle connections back to main campus.

Fire Station/College Instructional Center Items to think about in answering your RFQs. This is a joint project between CSN and the City of Las Vegas which has a interlocal agreement which will affect the process and decision making. This is a CMAR Process, it is very different than other processes! In the Preconstruction Phase and the Construction Phase, the CMAR and Architect are equally contracted consultants representing the interests of the Owner. What you put in your RFQ’s will become part of the contract when you are contracted for services. The Owner Scope of Professional Services for a CMAR Process applies to both the CMAR and the Architect. It states the deliverables are required in a sequenced process. The Owner Process Schedule Document applies to both the CMAR and the Architect. This document is from a template which the Architect will be responsible for completing with the assistance from the CMAR and Owner. The final dates of this document must be adhered to. There is some flexibility for dates within the phases as long as final delivery of 100% Approved Construction Documents and turn over of the building occurs as contracted or before. Remember there are four different people reviewing the RFQs and there are a significant number of them for each to review over the holiday period. Follow the numbering system in the RFQ’s so the reviewer can easily find your information and then award the RFQ points accordingly. Do not make them hunt for the information. Try to be clear and concise.

RFQ, Short List &RFP Process The RFQ gets your firm to the interview process. Up to five firms will make the short list for each profession. On the EHSBA project, there was only a 12 point spread for the CMAR and 14 point spread for the Architect out of 300 points available from the short list results. Once chosen for the shortlist, the firm will have thirty minutes for presentation and twenty minutes for open discussion and questioning. The CMAR’s chosen for the interview will complete there RFP’s before the interview process. Questions may be asked about the proposals during the interview. It is very important to fill out the worksheets completely. We had a panel of five CMAR’s (ESHSB shortlist)help clarify our forms to make sure they are clear for a fair playing field. On the EHSBA project there was only a 4 point spread out of 300 points for the top three firms from the CMAR interview process and RFP scoring. It is very important to do well on the interview which is 70% of the score on this project. The points awarded for the RFP proposal are also very important. On the EHSBA project there was about a 15 point variation related to the RFP numbers. If firms do equally well on the interview process: the RFP numbers can tip the balance. On this project, 5 points will be awarded for the cost of the Preconstruction Contract and 25 points will be awarded for the CMAR Fee and General Conditions. The lowest bid gets the full score for each category and the other bids get a percentage of the points based on their difference in price to the lowest bid. We are scoring differently then the last project. The Architect chosen after the interview process will submit an RFP. If they are in budget, or negotiated into budget the project will be awarded to them. If negotiations fail, the next firm on the short list with the highest score will be requested to submit a RFP.
