National Oil Company of Zimbabwe Zimbabwe Biofuels The Quest for Biodiesel Production from Jatropha Abisai Mushaka & Eng. G Revanewako Biofuels Programme Manager

National Oil Company of Zimbabwe Background Programme mooted by the Government of Zimbabwe to provide import substitution in the energy sector through local production of biodiesel and bioethanol. Biodiesel programme is based on growing and processing jatropha seeds into biodiesel. The National Oil Company of Zimbabwe (NOCZIM) mandated to implement on behalf of the Government of Zimbabwe. Biofuels Programme institutionalised in NOCZIM in March 2007 with a staff complement of 11 (Biofuels Programme Manager, 2 Biofuels Programme Officers, 8 Biofuels Provincial Officers). Students from universities attached to provincial offices to improve on manpower.

National Oil Company of Zimbabwe Objectives of the biodiesel programme Production of biodiesel to meet 10% import substitution (roughly 100million litres per annum). Aims to produce tons per annum feedstock base (yields about 100 million litres). Establish about ha of jatropha plantations

National Oil Company of Zimbabwe Feedstock production attributes – Targets arid & semi-arid areas – Significant environmental benefits – Targets smallholder & large scale farmers – Impart resilience to rural livelihood strategies Drought tolerance Spread of yield returns & risk Occupies lesser used niches/land Entry into cash economy for resource poor households

National Oil Company of Zimbabwe Main programme strategies Seed purchase – Demonstrates demand – Assemble planting materials – Assembles feedstock for crushing

National Oil Company of Zimbabwe Programme strategies Contracted seedling production – Massive production, low cost – 90 large nurseries in 08 – Over 40 million seedlings produced in 2008 – Cost USD /seedling

National Oil Company of Zimbabwe Programme strategies Jatropha growers support – Technical back up – Seedlings at “no cost” to farmers – Contracts & tillage support with 14 tractors >5ha – No contracts for areas less than 5ha

National Oil Company of Zimbabwe Programme strategies Mass mobilization of outgrowers – Print, audio and visual adverts – Strong partnerships with stakeholders – Decentralized provincial offices

National Oil Company of Zimbabwe 2008/9 planting programme Jatropha seedling distribution to growers – 10 institutions actively involved – 6 lorries, 44 pick-up trucks (bakkies) – Co-funding of operations – Cluster distribution strategy to improve on economies of scale

National Oil Company of Zimbabwe Weekly planting levels Dec 08 Mar 09 Average weekly rate 1.5 million jatropha plants Ideal target 3.0 million plants per week Main constraint – Availability of 3.5 ton lorries for distribution – Very small manpower complement

National Oil Company of Zimbabwe Progress About 5000ha equivalent exist as hedges prior to ha equivalent planted in 2007/8 35 mil litre capacity biodiesel plant commissioned in ha equivalent planted in 2008/9

National Oil Company of Zimbabwe Current challenges Limited resources for ideal support – Technical support & publicity; – tillage support, – agro-chemicals, – fertilizers, – labour Overstretched extension officers (only 8) – Documentation; M & E constraints – Literally sleepless nights for the ladies & gentlemen promoting field planting

National Oil Company of Zimbabwe The Current Zimbabwe Model Seed Collection, Nurseries

National Oil Company of Zimbabwe Future development Inclusion of improved varieties as they become available Cluster production of jatropha feedstock to improve on economies of scale Central estate to be complemented by out growers? Decentralized oil expressing (the dairy model) Regional biodiesel processing plants? GIS based database of growers?

National Oil Company of Zimbabwe Conclusion At current jatropha planting levels (20 – 25K ha/annum – Existing biodiesel plant capacity will be met in 2013 – 10% national target in 2017 Double planting levels to 50K ha per annum – 10% target in 2015 Bring in partners to – Tap on human, technical resources & capital

National Oil Company of Zimbabwe Thank you We are looking for win-win partnerships Thank you
