My Aim Today  Describe the Pavement Preservation Partnerships (focus on the Rocky Mountain PPP)(focus on the Rocky Mountain PPP)  Explain purposes of the PPPs  Explain how participating in a PPP can help YOU  Bolster membership in the RMPPP  Encourage participation in the TSP2

What are Pavement Preservation Partnerships?  A collaborative effort comprised of pavement preservation professionals including state public officials and agencies; local and federal government officials and organizations; private agencies, contractors; suppliers; and academia with a common purpose to improve and promote the benefits of pavement preservation. (Rocky Mountain PPP Vision Statement)

Background behind the PPPs  An initiative of AASHTO’s Transportation System Preservation Technical Services Program (TSP 2 )  Funded by states’ voluntary annual contributions to the TSP 2 ($20,000) $9500 supports TSP 2 pavement preservation activities$9500 supports TSP 2 pavement preservation activities  $3500 supports PPP annual meetings, including travel to the annual meeting for 2 representatives of each member state $10,500 supports TSP 2 bridge preservation activities$10,500 supports TSP 2 bridge preservation activities  Staff Support provided by the NCPP

Purposes and Benefits

RMPPP By-Laws Article II: Vision, Mission and Objectives  Section 2. Objective 1 - Promote uniformity of regional guidelines for pavement preservation treatments.  Gather existing state specs?  Target specific treatments?  Develop “strawman” guidelines?

Objective 2 - Promote the use of improved materials, equipment, and processes among the member agencies.  Survey on who is doing what treatments?  Survey on what states are tracking performance/developi ng LCCA models?

Objective 3 - Implement a comprehensive information sharing process  Annual Meeting?  TSP2 website/library?  Scheduled Webinars with polling/voting pods?

Objective 4 - Establish a coordinated regional research effort.  Identify Research Partners (colleges/universities in each state) with an interest in pavement preservation?  Website?  Pavement Preservation Roadmap topics and prioritization?

Objective 5 - Advocate policies that integrate system preservation activities  AASHTO SCoM passed a resolution recommending that AASHTO promote that a portion of all highway funding at all levels of government be dedicated to preservation.  Assure that PMS systems include Pavement Preservation activities?  Assure Asset Management Systems include preservation activities?

Objective 6 - Publicize pavement preservation findings at the national level.  TSP2/NCPP Newsletters/Articles  Pavement Preservation Journal Articles?  TRB Papers? NCHRP Studies?

Objective 7 - Advocate common terminology and definitions.  Use FHWA Definitions Memo?  What else?
