5 How Does the Program Work?
Funded Through Annual Voluntary State Contributions of $3,000 per Year Covers Technical Services and Facilitated Regional Partnerships Travel costs covered for 1 State Representative to attend Regional Partnership Meetings ( Participating States) Agency CEO’s invoiced in July for all AASHTO TSP’s Regional Partnerships operate under program umbrella with separate accounts and organizational structure

Developed and implemented a Dynamic Strategic Plan of Action for advancing Equipment Mgmt. On-going Coordination with AASHTO SCOM, AASHTO SICOP, TRB AHD 60 Supported Development of a Research Roadmap and Needs Statements- NCHRP 20- 7 Facilitated establishment of NE and MW Regional Equipment Managers groups Coordinating with SSEMC and WSHEMA Actively promoting professional fleet management training and certification

Supporting efforts to maintain/update Directory of State DOT Equipment Managers Facilitating 2012 National Equipment Conference Supporting joint NE-MW effort to reach national consensus on a set of Fleet Management Performance Measures: Downtime/Availability Retention Utilization PM Compliance

Capitalize on the benefits of being part of a national initiative specifically created to support State DOT Fleet Managers Advocacy - voice within AASHTO that did not previously exist Facilitated forum for sharing best practices Opportunity to advance needed research of importance to DOT Fleet Managers Professional Development National Meetings on four year cycle/rotation

EMTSP Regional Partnerships are intended to operate independently, but under the program umbrella Subject to guidance from Oversight Panel Requires adoption of By-laws which meet the unique needs of the group, but provide structure Election of a Steering Committee and Officers- structure determined by group Meeting planning and travel coordination provided through EMTSP program staff

Mechanics of coordinating and funding annual meetings AASHTO EMTSP covers cost of meeting planning and facilitation Takes burden off of state hosting meeting Travel cost covered for 1 person from states that contribute to the EMTSP EMTSP contractor (NCPP) fronts costs and invoices AASHTO Meeting costs are augmented by vendor registration fees

Mechanics of coordinating and funding annual meetings Vendor registration fees are maintained in separate accounts for each EMTSP Partnership. Residual funds stay with the partnership. Use guided by Partnership Steering Committee/Officers Must comply with purchasing and procurement rules of Michigan State Univ. Managing program through University provides “sunlight” test and legitimacy

Oversight Panel has vested interest in ensuring program success as it is comprised of peers from each region Program contractor (NCPP) selected because of the previous agency experience of their staff AASHTO support through the EMTSP raises the importance of Fleet Management within state DOT’s
