GReening business through the Enterprise Europe Network EN Giovanni FRANCO European Commission Enterprise and Industry EN 16001

GReening business through the Enterprise Europe Network EN Introduction EN is the European Energy Management Systems standard (EnMS)

GReening business through the Enterprise Europe Network EN What is EN 16001? The standard employs the same ‘ plan-do- check-act ’ approach as the Environmental Management Systems standard BS EN ISO (EMS) [also ISO9001 (QMS)]. This was a deliberate decision from the outset so that those adopting it who had some knowledge of the latter could identify with the procedures, or harmonize it as appropriate with an existing management system.

GReening business through the Enterprise Europe Network EN Relationship between EN and EN ISO Used in tandem with EN ISO it can help organizations explore energy management in more depth than may have been the case using only EN ISO 14001

GReening business through the Enterprise Europe Network EN P - D – C - A

GReening business through the Enterprise Europe Network EN What is EN 16001? Achieving ongoing improvements in energy performance is the overall objective

GReening business through the Enterprise Europe Network EN What is EN 16001? Implementation of the standard should lead to a practical, long term programme of energy management and performance improvement.

GReening business through the Enterprise Europe Network EN Why EN 16001? Energy and money saving: Italian case studies show that 50% cost reduction is possible in the short term and the payback of first investments and management efforts is 1-2 years CO2 emissions reduction Relations with product performances

GReening business through the Enterprise Europe Network EN Some new definitions:  Energy: electricity, fuel, steam, heat, compressed air, & other like media  Energy aspect: element of the organization’s activities, goods or services that can affect energy use Terminology

GReening business through the Enterprise Europe Network EN Terminology  Energy Management System (EnMS): set of interrelated or interacting elements of an organization to establish energy policy and objectives and to achieve those objectives  Energy management programme: action plan specifically aimed at achieving energy objectives & targets

GReening business through the Enterprise Europe Network EN What’s in EN 16001? contents:  1.Scope  2.Terms & definitions  3.Energy Management System requirements

GReening business through the Enterprise Europe Network EN What’s in EN 16001? contents: Energy Management System requirements  3.2energy policy  3.3planning  3.4implementation & operation  3.5checking  3.6review of the EnMS by top management

GReening business through the Enterprise Europe Network EN What’s in EN 16001? contents: Energy Management System requirements  3.3planning  3.3.1identification & review of energy aspects  3.3.2legal obligations & other requirements  3.3.3energy objectives, targets & programmes

GReening business through the Enterprise Europe Network EN The major steps are as follows:  Establish an appropriate energy policy  Identify the ‘energy aspects’ from the organization’s activities, usually through an energy audit  Facilitate planning, control, monitoring, measurement, establishment of energy saving targets, preventative and corrective actions ….

GReening business through the Enterprise Europe Network EN  Identify applicable legal and other requirements to which the organization subscribes  Identify priorities and set appropriate energy objectives and programme targets  Establish a relevant structure and programme(s) to implement the policy, achieve the objectives and meet the performance targets ….. The major steps are as follows

GReening business through the Enterprise Europe Network EN  Address relevant resources, roles and responsibilities to meet all the above  Carry out appropriate awareness campaigns and training to ensure competence and adequate communication  Engage senior management with all of the above  Regularly review and update activities The major steps are as follows:

GReening business through the Enterprise Europe Network EN An energy policy should  commit the organization to address the products, processes and other activities which affect significant energy consumption  commit the organization to continual improvement of its energy efficiency and investigation of alternative and renewable sources of energy

GReening business through the Enterprise Europe Network EN An Energy Policy should  commit the organization to adhere to applicable laws and regulations which are relevant to the energy use of the organization  be communicated to all persons who work for, or on behalf of, the organization and should be readily available to the public.

GReening business through the Enterprise Europe Network EN Guidance Points  3.3 PLANNING identification and review of energy aspects  The organization should maintain a register of opportunities for saving energy:  the energy aspect to which it relates;  its value in financial and/or carbon dioxide terms;  action required;  estimated or actual cost;  for completed items, date completed and actual outcome.

GReening business through the Enterprise Europe Network EN Guidance Points  PLANNING identification and review of energy aspects  The organization that intends to implement an energy management system should start by establishing its current position with regard to energy consumption by means of an initial review of energy aspects.  This is the fundamental cornerstone for establishing and maintaining an energy management system that is tailored to the organization's energy aspects.

GReening business through the Enterprise Europe Network EN  PLANNING identification and review of energy aspects Each review of energy aspects shall include: a)Past and present energy consumption and energy factors based on measurement and other data: b)Identification of areas of significant energy consumption, in particular of significant changes in energy use during the past period Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING identification and review of energy aspects Each review of energy aspects shall include: c)An estimate of the expected energy consumption during the following period: d)identification of all persons working for and on behalf of the organization whose actions may lead to significant changes in energy consumption Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING identification and review of energy aspects Each review of energy aspects shall include: Identification of opportunities for improving energy efficiency. The review shall be documented. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING  Legal Obligations & other requirements The organization needs to identify the applicable legal requirements and other requirements to which the organization subscribes related to its energy aspects. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING  Legal Obligations & other requirements The organization should prepare and maintain a list of the pertinent energy legislation and other requirements, which affect the organization's activities, products or services. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING  Legal Obligations & other requirements  The organisation should describe how it: — communicates relevant information to the appropriate persons. — keeps up to date on new laws and regulations, --- updates their register of applicable legislation at pre-defined intervals. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING  Energy objectives, targets and programmes  Setting objectives and targets provides the means for transforming policy into action.  The organization should ensure that the objectives and targets are consistent with the energy policy and the significant energy aspects. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING  Energy objectives, targets and programmes  Setting energy targets ensures that the organization has defined success criteria so that progress towards improved energy efficiency can be measured. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING Energy objectives, targets and programmes  Targetsshould be: a) ambitious, so as to commit the organization to continual improvement; b) realistic, so that they can be achieved within the specified time limits; c)specific and measurable. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING Energy objectives, targets and programmes Targets :  As a minimum targets should be established for each of the significant energy aspects identified by the review.  Some targets may apply to equipment or facilities (e.g. a specific production line), while others may address the energy consumption of departments. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING Energy objectives, targets and programmes  Energy reduction targets could be expressed through energy performance indicators such as energy consumption per item, per kg, per m 2 or equivalent, thus making the energy target largely independent of variations of activity. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING Energy objectives, targets and programmes  The organization should consider the possibilities of using the Best Available Technology (BAT) when establishing its energy management programmes. Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING Energy objectives, targets and programmes  What are the priority activities and projects to be initiated?  What is to be achieved and what is the timescale for delivery?  Who has the responsibility and what resources are required to implement the action plans? Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING Energy objectives, targets and programmes  How are the energy management programmes to be monitored and revised?  Do energy management programmes reflect the energy policy, objectives and targets together with legal and other obligations? Guidance Points

GReening business through the Enterprise Europe Network EN  PLANNING Energy objectives, targets and programmes  Energy management programmes should be documented & reviewed regularly to ensure they are up to date & relevant. Guidance Points

GReening business through the Enterprise Europe Network EN  3.4 IMPLEMENTATION & OPERATION  Resources, Roles, Responsibility & Authority (energy manager)  Awareness, training & competence (all staff)  Communication (the organ’n shall establish, implement & document an external communication plan)  EnMS documentation (paper or electronic)  Operational control Guidance Points

GReening business through the Enterprise Europe Network EN  3.5 CHECKING  Monitoring & measurement  Evaluation of compliance (records)  Nonconformity, C.A & P.A. (documentation retention)  Control of records  Internal audit of the EnMS (audit reports) Guidance Points

GReening business through the Enterprise Europe Network EN  3.6 REVIEW  Records shall be maintained  Inputs to the management review  Outputs from the management review Guidance Points
