What is Consensus? We have arrived at consensus when all points of view have been heard and the will of the group is evident, even to those who most oppose it.

Superintendent’s Advisory Committee Plan Criteria  Provide the best possible learning opportunities for all students.  Ensure that all schools will be utilized to the greatest extent possible in order to maximize all resources at each facility.  Minimize additional expenses to transportation, modifications to school site facilities, and/or programs.  Changes should consider likely future boundary changes due to growth/declining enrollment or as new schools are constructed.  Provide minimum disruption of the educational program for each student and school.  Attempt to minimize staff displacement and disruption.  Achieve wide support from the community.  Make the optimal effort to avoid splitting siblings between schools.

Superintendent’s Advisory Committee Objective  Evaluate alternatives  Make recommendation to the Superintendent  Superintendent recommends boundary modifications to Panama-Buena Vista Board of Trustees for approval May 14,  Implementation of boundary modificatons: Fall 2013

Steps in Elementary Boundary Revisions Meet with sub-committees. Formulate alternative plans as a group. Individually formulate new alternative plans. Discuss pros and cons of potential plans (sub-committees). Develop sub-committee recommendation. Present sub-committee recommendations to entire committee. Entire committee will develop recommendation to the Superintendent. Superintendent takes boundary revision recommendations to Board of Trustees for approval.
