BULGARIAN COMPETENT AUTHORITIES IN THE FIELD OF IPPC REGIONAL INSPECTORATES OF ENVIRONMENT AND WATER (RIEW) Control over the application of the issued integrated permits Assist the EEA in the evaluation of applications for issuance of IP and preparation of draft of IP BASIN DIRECTORATES If needed - assist the EEA in the evaluation of applications for issuance of IP and preparation of draft of IP If needed – together with the RIEW exercise control over the application of the issued IPs

PROCEDURES FOR ISSUANCE OF INTEGRATED PERMITS 1.The operator submits an application for issuance of IP to the EEA 2.EEA together with RIEW (BD) checks whether the application is in compliance with the requirements of the Ordinance 3.When the application is in compliance with the legal requirements – public access is organized – 30 days 4.The CA prepares a technical assessment (containing the applicable conditions and information gathered during the public access to the application) 5.The draft permit is coordinated with the relevant directorates in the MOEW and the relevant RIEW – 30 days

PROCEDURES FOR ISSUANCE OF INTEGRATED PERMITS 6.Public access to the draft integrated permit – 30 days 7.If no objections are made (by the public or by the operator) the EEA proposes that an IP should be issued 8.The Minister of Environment and Water issues the integrated permit for: - maximum 5 months for new installations - maximum 8 months for existing installations 9.The compliance control is carried out by the RIEW on which territory the relevant installation is situated

ISSUED PERMITS 2004 – 23 FOR METALURGICAL AND CHEMICAL SITES, RAFINERIES – 53 SITES FOR MINERAL AND CHEMICAL PRODUCTIONS, LARGE COMBUSTION PLANTS -BY – AROUND 230 ISSUED PERMITS

IMPLEMENTATION OF EPER DECISION IN BULGARIA Operators of IPPC installations are obliged to prepare annual reports – art.125, item 5 EPA EEA supports a public registry with data in PRTR format The permit holder is required to submit data on each of the parameters (86) where releases exceed the stated thresholds

IMPLEMENTATION OF EPER DECISION IN BULGARIA Data submitted by the operators in their Annual reports will be used by the EEA to fill in the Registry The EEA will submit the required data to the European pollutant emission register Bulgaria will start reporting after accession, meaning that the first report will be sent in December 2008
