National Transport Research Centre National Transport Research Centre (NTRC) was established in June 1974 in the Planning and Development Division, as one of its Technical Sections, to provide much needed research and development (R&D) support for planning and appraisal of transport sector projects/plans in a coordinated and cost effective manner. NTRC was transferred as such to the Communications Division in November It is effectively functioning as an R&D Wing of the Ministry of Communications 3

National Highway Authority The National Highway Authority is responsible for building and maintaining highways and motorways in Pakistan. The objective of the NHA is to "plan, promote and organize programmes for construction, development, operation, repairs & maintenance of National Highways, Motorways & strategic roads 6

History In 1978, Government of Pakistan (GoP) decided to federalise five important inter- provincial roads named " National Highways" and created the National Highway Board for monitoring the development and maintenance of these federalized roads by provincial Highway Departments. 7

Functions Plan Promote Organize Implement Programs for Construction, Development, Operation, Repairs and Maintenance of National Highways/ Motorways and Strategic Roads. 9

Duties of NHA Advise the Federal Government on matters relating to National Highways and Strategic Roads. Frame a scheme or schemes for matters such as construction, expansion, operation and development of National Highways and Strategic Roads and undertake work/incur expenditure on such scheme(s). Acquire any land in accordance with legal procedure and obtain and dispose of moveable and immovable property of interests therein. Research and development in the field of Highways. Procure plant, machinery, instruments and materials required for its use. 10

Duties of NHA Enter into and perform all such contracts as it may consider necessary. Levy, collect or cause to be collected tolls on National Highways, Strategic Roads and such other roads as may be entrusted to it and bridges thereon. License facilities on roads under its control on such terms as it deems fit. Cause studies, surveys, experiments and technical researches to be made or contribute towards the cost of such studies, surveys, experiments or technical researches made by any other agency. 11

National Highway Council The basic function of the National Highway Council (NHC) is to lay down national policies and guidelines to be followed by NHA in the performance of its functions. The Council has the power to direct and regulate the affairs of NHA. 12

Composition The NHC was previously headed by the Prime Minister of Pakistan. In July 2001, the provisions of the NHA Act, 1991 were amended by the GoP and the NHC was re-constituted. Functions of Highway Council To approve five year plans and perspective plans, prepared by the board in consultation with the planning & Development Division, for the construction, development, repair & maintenance of National Highways & Strategic Roads specially entrusted to the Authority by the Federal Government or by Provincial Government or other Authority concerned. – To consider progress reports of the Authority. – To lay down national policies and guidelines to be followed by the Authority in the performance of its functions – To review and reappraise projects – To approve the annual budget of the Authority 14

Construction Machinery Training Institute Construction Machinery Training Centre (CMTC) was established in May 1986 with the assistance of Government of Japan through Japan International Cooperation Agency (JICA). The institute, a living memento of Pakistan – Japan friendship is functioning under the sponsorship of Ministry of Communications, Government of Pakistan and under the administrative control of Frontier Works Organization. The Centre, having successfully met the aims and objectives, was upgraded in 1992 and renamed as Construction Machinery Training Institute (CTTI). 15

Benefits of Transportation System (i)Better Production in both Agriculture and Industrial Sectors: Transport system has helped in the growth in industrial and agricultural production. It has been transporting raw materials and labour to the places of production and by carrying the products produced by these sectors to different parts of the country and other countries of the world. (ii)Reduction in Cost of Production: The transportation network reduces the cost of manufactured goods and lowers the price in the markets. (iii) Reduction in Scarcity: It helps in solving the problem of scarcity of goods and factors in different regions of the country. 17

(iv) Growth in Foreign Trade: It helps in promoting foreign trade of the country. A country's exports/imports cannot develop without good ports, shipping and cargo facilities. Thus, transportation system makes a network for transactions among different regions as well as with other countries. (v)Specialization of Labour and Mobilization of Resources: By the efficient and effective transportation system, the benefits of specialization of labour and proper mobilization can be achieved. Thus, an economic system makes the best use of resources through good transport system. (vi)Promotion of Tourism: An ideal transportation promotes tourism system or services all over the country. 18

Social Benefits (i) More Employment Opportunities: Transport helps to create employment opportunities and thus, it provides employment through helping mobility of workers. About 18 lakhs people are employed in Indian railways. In the same way, lakhs of people are employed in roadways, shipping and air transport. (ii) Educational Expansion: Developed means of transport helps in the expansion of education even in remote areas of the country. It provides mobility to teachers, students and teaching aids. Means of transport are the source of advertisement also. In this way, they also help in expanding education. (iii) Social and Cultural Spirit: Means of transport brings together persons living at different corners of the country. They exchange their views. They have the common problems, because of their living together. Consequently social and cultural unity emerges. Thus, developed means of transportation are also responsible for international brotherhood. 19
