3 3 Introduction The 2010 State of the Nation Address remained largely unchanged from previous ones delivered from as early as 2008 in many of the key areas mentioned. Similarly, the 2011 State of the Nation Address reinforced the priorities highlighted the previous year. The emphasis for Public Works remained the areas of infrastructure development, investing in skills development, job creation and poverty alleviation through the Expanded Public Works Programme (EPWP) Phase II.

Ensuring greater labour intensive projects through the EPWP Phase II. Investing R846 billion in capital works over three years, especially through public infrastructure. Creating jobs for youth. Expanding public employment programmes. Creating decent work.

Improving health by building and upgrading hospitals and clinics. Improving the provision of housing, water, sanitation, electricity, waste management and roads by municipalities. Eradicating corruption in procurement and tender processes

6 6 Summary of the highlighted priorities in the 2011State of Nation (Department of Public Works) Infrastructure development programmes, specifically access to basic services such as water, electricity and housing. Finance job-creation initiatives over the next three years through the establishment of an R 9 billion jobs fund. Repairing the country’s roads network as part of the programmes under Phase II of the EPWP. Rehabilitate water reservoirs, windmills and irrigation schemes.

7 7 Summary of the highlighted priorities in the 2011 State of Nation (Department of Public Works) Youth development by promoting youth enterprises and cooperatives through job creation in public sector programmes. Review legislation related to the policy framework for the provision of public employment services, including maintaining a database of job seekers and job opportunities. The performance and monitoring department will report within six months on progress on the filling of all government-funded vacant posts.

8 8 Summary of the highlighted priorities in the 2011 State of Nation (Department of Public Works) Special Investigation Unit directed to investigate allegations aimed at strengthening the fight against corruption, maladministration in various government departments, municipalities and institutions. Reviewing government’s entire procurement system to ensure effective and efficient spending of funds. Continue the renovation and refurbishment of hospitals and clinics

9 9 Summary of the highlighted priorities in the 2011 State of Nation (Department of Public Works) Assist youth in rural areas through employment under the National Rural Youth Services Corps. Implement the infrastructure programme to revitalise the New Partnership for Africa’s Development through the North-South Infrastructure development corridor. Department of performance monitoring and evaluation will co-ordinate and monitor the mainstreaming job creation by government departments.

Ensure decent work opportunities, infrastructure and a vibrant economy for all South Africans

11 11 Summary of the highlighted priorities in the 2010 State of Nation (Department of Transport) A cursory examination of the strategic objectives that were highlighted in the 2010 State of the Nation Address reveals that there is some continuity, although there is a slight variation. This is partly due to the fact that some of these strategic objectives are enormous and will therefore require ample time to be met. In 2010,Government committed itself

Ensuring that the rail network is reliable, competitive and better integrated with sea ports. Implementing the Comprehensive Rural Development Programme.

13 13 Summary of the highlighted priorities in the 2010 State of Nation (Department of Transport) Investing in youth to ensure a skilled and capable workforce to support growth and job creation. Eradicating corruption and fraud in the application for drivers’ licences. Ensuring that Ministers sign a detailed delivery agreement with the President.

Creation of jobs. Filling of all funded vacant posts. Implementing the Comprehensive Rural Development Programme.

15 15 Summary of the highlighted priorities in the 2010 State of Nation (Department of Human Settlement) Spending R846 billion on public infrastructures. Upgrading well-located informal settlements and providing proper service and land tenure to at least 500 000 households by 2014. Setting up a guarantee fund of R1 billion to incentivise the private banking and housing sector to develop new products to meet the housing demand. Implementing the Comprehensive Rural Development Programme.

16 16 Summary of the highlighted priorities in the 2011State of Nation (Department of Human Settlement) Security of tenure and access to basic services to 400 000 households by 2014,Given that there are1.2 million households living informal settlements. Improving the delivery of the rental accommodation Special Investigation Unit directed to investigate allegations aimed at strengthening the fight against corruption, maladministration in various government departments, municipalities and institutions. 2.6 Billion Rand will be spend to ensure access to water services in rural areas in the country’s 2700 Infrastructure development programme, this includes projects for the provision of water, electricity and housing

17 17 CONCLUSION The emphasis of the 2010 State of the Nation Address was concerned with ensuring that the programmes of Government buffer the country from the effects of the global economic crisis of September 2008. These programmes included the EPWP Phase II; capital works programmes; effective service delivery at municipal level; as well as the eradication of corruption. The 2011 State of the Nation Address highlights many of the issues raised in 2010 and extends these priorities, with the inclusion of greater monitoring and evaluation by Parliament, as well as the responsible utilisation of government funds.
