Responsible Care® Performance Metrics Update Al Biggs GM, Operational Excellence/ GPCA RCC Member – Sipchem March 20 th, 2012

GPCA Performance Metric Program Program Development, Background and Status 2010 Scope, Results, Analysis and Conclusions Next Steps

Responsible CARE Performance Metrics 3 Vision “To measure performance, openly report, make continual progress towards our goal of eliminating accidents, injuries or harm to human health and the environment from our products and operations” GPCA Guiding Principle

Program Development Background and Status Performance Metrics Task Force formed in early 2011 to develop scope, definitions and guidance document. Guidance document completed and communicated to members during first half of – A total of twenty-one performance measures identified with phased implementation over a four year period. – Phase I reporting limited to eleven measures for 2010.

S.NoMetric NameMetric Formula / Definition GPCA Member Company Annual Report A. Occupational Safety 1 Employee Fatalities # of Fatalities 2 Lost Time Injury Incident rate for Employees (# of days away from work cases X 200,000) / Employee man-hours worked 3 OSHA Recordable Cases Incidence Rate for Employees (# of Injuries X 200,000) / Employee man-hours worked 4 Contractor Employee Fatalities # of Fatalities 5 Lost Time Injury Incidence Rate for Contract Employees (# of Injuries X 200,000) / Contractor man-hours worked 6 OSHA Recordable Cases Incidence Rate for Contract Employees (# of Injuries X 200,000) / Contractor man-hours worked B. Process Safety 1 Process Safety Incidents (# of Incidents that meet the Process safety Incident Criteria 2 Process Safety Total Incident Rate (PSTIR) (# of Process Safety Incidents x 200,000) / (Employee + Contractor Employee man-hours) 3 Process Safety Total Incident Severity Rate (PSTIR) (Total Severity Score x 200,000) / (Employee + Contractor employee man- hours) GPCA Company Name : Report for the Year : GPCA Responsible Care Performance Metric Annual Report 5

Resource Utilization 1 Use of Energy (Tons of Fuel oil Equivilant; TOE) Energy from Fossil Fuels + Net Energy Purchased + Self Generated Renewable Energy 2 Specific Energy Consumption TOE / Metric tons of production 3 Process Water Consumption Millions of Cubic Meters E. Product Distribution 1 No of Distribution Incidents Total # of Incidents classified by means of transport Phase I Data to be reported by September 2011 Phase II Data to be reported by March 2012 Phase III Data to be reported by March 2013 Phase IV - Potential Metric for 2014 GPCA Responsible Care Performance Metric Annual Report Legend: 7

Program Development Background and Status A ninety percent approval rating by member companies resulted in publication and distribution of the Guidance Document by GPCA during 3 rd Qtr The Metrics Task Force was chartered as a Responsible Care Sub-committee in late 2011 to support: – Implementation of the GPCA Responsible Care Guiding Principles. – Improvements in the quality of performance reporting leading to overall Responsible Care improvements in the Region. – Further development RC metrics and provide implementation guidance

9 Responsible CARE Performance Metrics Sub-Committee Membership  Bader Aladwani - PIC  Manoel Fernandes - Borouge  Mortaza K Al-Yousef - Tasnee  Naved Khan - QAPCO  Qasim Yunus - Sabic  Ahmed Al-Hazmi - Sabic  Asrar Mohammed- Equate  Jassim Darwish - GPIC  Tariq Alauddin - Sipchem  Albert E. Biggs - Sipchem

2010 Scope, Results, Analysis and Conclusions Data for eleven measures requested for 2010 – Occupational Safety (4) – Process Safety (2) – Emissions and Discharges to the Environment (4) – Resource Utilization (1) Fifty-five percent (20/36) of the member companies participated. Encouraging first step of the journey! Data sets provided were generally complete for the Occupational Safety category. Data sets for Process Safety measures were the least complete.

Large variability exists with some data sets (e.g. quantity of waste water discharged and COD) – Suggests lack of clarity and/or understanding around metric definitions. Trending is needed to provide meaningful analysis for most measures data sets due April 15 th will help Scope, Results, Analysis and Conclusions

2010 Total Recordable Incident Rate (TRIR) for Employees

Occupational Safety Results, Analysis and Conclusions Thirty-five percent of the companies that participated (7/20) reported a zero recordable injury rate? Worker Safety is better for GPCA Member Companies Reporting compared to US benchmarks for 2009 and Requesting additional data from member companies (e.g. man- hours worked and number of injuries) would allow for a more accurate calculation of regional industry average.

Next Steps Promote Member Company reporting in accordance with the Guidance Document Performance data is due April 15 th. Hold a one day workshop in 3 rd Qtr to enhance member company reporting processes. Analyze Member Company data submittals, develop and issue a report covering results for 2010 and 2011 data sets during 2 nd half 2012.
