Sevilla3 Estonia is one of the Baltic countries. Estonia has land borders with Latvia (339 km) to the south and Russia (229 km) to the east. It is separated from Finland in the north by the narrow Gulf of Finland and from Sweden in the west by the Baltic Sea.

Sevilla4 Tartu, with its population about in an area of 38.8 square kilometres, is the second largest city of Estonia. Tartu, lying 185 kilometres south of Tallinn, is also the centre of Southern Estonia. Tartu is the city of good thoughts and young people because of university and students.

Sevilla6 Tartu welfare development vision up to year 2012 We concentrated on the larger target groups: 1.Children and families with children 2.Working-ages 3.Elderly 4.Disabled persons City of Tartu welfare system is targeted to obviate social problems.

Sevilla7 Some bigger projects and activities in the years : We employed social educators in the schools We increased percentage of preventive work We created daily-centre for the homeless people We applied unavoidable social assistance service We started to accommodate living area for the disabled persons We improved access to educational institution We increased capacity of taxis for disabled people We provided free public transport for over 65-years old persons

Sevilla8 The development strategy “Tartu 2030” - Tartu is a caring city Goals and strategic directions of activities: 1.The people who live in Tartu are healthy, joyful, socially active and coping well with life. 2.In the case of need each person living in Tartu has access to high-quality social and health care services. 3.Tartu is a centre of development for the Estonian health care and social care.

Sevilla9 City of Tartu development plan for the years The environment of Tartu is caring and safe. Every person is responsible for his or her activities and respective outcome. High-level primary health care, social care. Preventive activities result from close links between all the fields of functioning of the city. The university hospital is the only one in Estonia where together with the provision of high-level health care services the Faculty of Medicine of the University of Tartu teaches health care employees at an advanced level.

Sevilla11 Conclusions Although the Social Welfare Act in Estonia is same for every municipality, it gives lot of freedom to local government to develop welfare system so it can fit to the local social situation. Tartu City Government is the main organizer of social welfare services in the city of Tartu. Local government needs partners from NGO-s, state institutions and private sector to develop most suitable social welfare system for citizens of Tartu.
