Why a People programme? Do we produce enough researchers? Who produces the researchers? Are enough researchers staying in research Is research put into use as it should? Where do they go? Industry? Academia? US, Japan…? Is research attractive enough? Are the researchers attractive enough?

Researchers’ partnership 1. open recruitment and grants portability Issues: Open, competitive recruitment is essential for research system in pursuit of excellence Public sector recruitment in the EU is predominantly organised at national level, exibiting widespread internal recruitment at institutional level Current limitations on trans-national portability of individual grants by many national research funding agencies inhibits mobility

Researchers’ partnership 1. open recruitment and grants portability Actions under consideration: review national legislation and practices inhibiting open, competion-based, incl. recognition of qualifications and experience develop good practice-based guidelines to encourage public sector employers and funders to practice open recruitment, incl. the setting of targets for external and trans-national recruitment ensure that all publicly funded positions are openly advertised online and improve practical support for mobile researchers set ambitious targets for trans-national portability of individual grants

Researchers’ partnership 2. social security and pension rights Examples of actions under consideration: Enhance targeted information and cooperation between MS authorities and organisations dealing with researchers and social security/suppl. pensions develop bi- and multilateral agreements on derogations of existing legal provisions (Regulation 1408/71) for researchers; encourage MS agreements with third countries to ensure that in all publicly funded projects post-docs researchers receive full social security coverage to explore a Recommendation on easing transfer of suppl. pension rights; to encourage pan-European pension funds to open up schemes targeted at researchers

Researchers’ partnership 3. employment and working conditions Issues: Employment policies within many public research institutions are often rigid, with widespread segmentation between protected « insiders » and unprotected « outsiders ». Flexicurity is highly relevant to better balance the situation for researchers Under-utilisation of end-of-career researchers Low priority overall for reconciling professional and private life

Researchers’ partnership 4. training and skills development Issues: many early-stage researchers are not receiving the right set of skills to function effectively in modern academia or to make smooth intersectoral transitions Skills equipment is only partly a matter of formal training; the environment in which researchers are trained is also essential Also researchers at later stages need to keep in touch with the latest developments and being trained for new positions during their career (e.g. admin or leadership positions)
