Distinguish Guests, Course Participants, Ladies and Gentlemen,  I’m Lt Kol Nordin bin Mohd Yusof from the Malaysian Joint Force HQ. I’m the desk officer for HADR in the Malaysia JF HQ.   First and foremost I would to thank KOMLEK for inviting me to give a short presentation on this topic. Although, Malaysia involvement in HADR operations has started for more than 10 years ago but it is still new to us. We are in the process of developing a Malaysia Joint Doctrine and SOP on HADR both Domestic and International.

INTRODUCTION Problems, destruction to property and life caused by natural disaster are becoming increasingly intense nowadays Military forces are becoming a major contributor to disaster relief because of their rapid mobilization and logistic capabilities INTRODUCTION   Ladies and Gentlemen, Problems, destruction to property and life caused by natural disaster are becoming increasingly intense nowadays. Despite of recently available technological advance, it is still considered as near impossible to accurately predict major disaster and subsequently prepare preventive measures. With that in view, Military forces are becoming a major contributor to disaster relief because of their rapid mobilization and logistic capabilities. This is because they are a trained, cohesive workforce that can plan and conduct large-scale tasks at short notice, especially in situations of degraded infrastructure. Military assistance during HADR operations includes transport and logistical support, evacuation, rescue, medical services, shelter and emergency supplies. Locally, the MAF has been involved in the almost yearly occurrence of floods as well as during disasters such as Hurricane Greg which hit Sabah in 1996, the Highland Towers incident in December 1993 and the Bukit Antarabangsa landslide in December 2008 to name a few. The Malaysian Armed Forces involvement in HADR operations abroad providing assistance to neighboring countries can be traced back to the December 1992 during the Flores Tsunami   MYANMAR 2008 ACEH 2004 YOGYAKARTA 2006 BATTAGRAM 2005

SCOPE MAF HADR PROCESS MAF EXPERIENCES AND CHALLENGES IN HADR OPERATIONS Q AND A Ladies and gentlemen, the scope of my presentation this morning are:

Good and practical organization structure MAF HADR PROCESS HADR must be addressed rapidly at the initial phase to optimize the saving of human lives and properties, especially basic infrastructure for human amenities Each HADR operation is unique. The initial response may occur in relative chaos and there is often a mismatch between necessary resource and situational needs, adding to uncertainty and tension. The complexity of disaster in recent years has made specialization, coordination and command & control pertinent factors in providing humanitarian assistance to the affected state. HADR must be addressed rapidly at the initial phase to optimize the saving of human lives and properties, especially basic infrastructure for human amenities. Therefore, a good and practical organization structure effectively facilitates the assistance that is required.   Good and practical organization structure is required

In some country the military may have primary responsibility and virtually all the resources to execute HADR missions Military involvement in HADR varies with each country, although all military forces should operate in accordance with UN Security Council or Multinational Forces (MNF) mandate and directives or other relevant international agreements and frameworks. DISASTER NATIONAL DISASTER MANAGEMENT COMMITTEE CENTRAL DISASTER MANAGEMENT AND RELIEF COMMITTEE (CDMRC) STATE DISASTER MANAGEMENT AND RELIEF COMMITTEE (SDMRC) Organisation Structure A good organization structure is of paramount importance in this type of operations. It should facilitate the collaboration, cooperation and understanding among the agencies participating in the operations. As far as disaster management in Malaysia is concerned, we have two types of organization structure or Command and Control they are, the Local/Domestic Disaster and Foreign/International HADR Assistance.   a. Local or Domestic Disaster. National Security Council (NSC) is the Secretariat for the Disaster Management and Relief Committee (DMRC) at all levels in the management of the disaster concerned. At national level, the Central DMRC are responsible for the overall disaster management throughout the country. While at states and districts level, it will be the responsible of the State Disaster Management and Relief Committee (SDMRC) and District Disaster Management and Relief Committee (DDMRC). MECHANISM OF ACTIVATION – DOMESTIC NSC DIRECTIVE NO 20 OGA NGO MAF ARMY NAVY AIR FORCE In Malaysia, the National Focal Point of Disaster Management is the National Security Council or NSC. The reference document in Disaster Management locally is the National Security Council Directive No 20. A National Crisis chaired by the Prime Minister will have the Chief of Defence Force as a panel member. At the State Level, the Brigade Commander will be the Malaysian Armed Forces Representative and at the District Level, the Commanding Officer of a nearby military installation will be the Armed Forces representative. Committees at National/State/District Level NSC – National Security Council – National Focal Point for Disaster Management MAF – Malaysian Armed Force OGA – Other Government Agencies NGO – Non-Government Agencies

MAF INTERNATIONAL HADR PROCESS AFFECTED STATE/AHA CENTRE/UN MOFA REQUEST FOR ASSISTANCES OGA NSC IDENTIFIED TYPES OF HADR ASSISTANCE AND ISSUED MANDATE NGO MAF HQ ISSUE ID ARMY HQ At International Level, the NSC is also responsible in the Deployment of the HADR Team and is schematically represented according to the process flow above. The Malaysian approach to HADR Operations is a One Nation approach consisting of the SMART Team; Malaysian Armed Forces; Other Government Agencies and Non-Government Organizations. b. Foreign/International HADR Assistance When Malaysia received any request for HADR assistance from any nations either bilateral or through AHA Centre or United Nations. The National Security Council (NSC) headed by the Prime Minister, will sit and decide the type of assistances that Malaysia will provide. The NSC will then, forward it to the Malaysia Armed Forces HQ and other related agencies to conduct the operations. At Malaysia Armed Forces HQ, the Joint Chief Committee (JCC) will sit and decide quantum of forces and military assets to be deployed. Once it is finalized, the Chief of Defence Force will then issue the Initiating Directive (ID) to the Joint Force HQ to execute the operations. WAY FORWARD LOCAL/DOMESTIC Increase Readiness Infra-structure Process Outcome Measurement Improvement Measures INTERNATIONAL Participation in Training Cooperation Improve on ASEAN SOP To meet these challenges - the Malaysian Armed Forces will continuously improve its infrastructure and the processes to increase its readiness. At the international level, participation in bilateral and multi-lateral training will enhance cooperation, improve on the existing SOP and interoperability

SUMMARY MAF has been involved in Domestic and International disaster scenes Each disaster is unique Good organisation structure and command & Control is paramount importance Ladies and gentlemen, the Malaysian Armed Forces have been involved in domestic and international disasters. Each disaster has been unique and has always been a lesson learned for continuous improvement measure. Critical in disaster response is fulfilling the basic needs of survivor which includes shelter, communication, water, food and also the medical needs.
