3 Lisbon Strategy Lisbon strategy’, entail reforms in three main dimensions: a) further consolidation and unification of the European economic environment; b) improving the creation, absorption, diffusion and exploitation of knowledge; and c) modernisation of the social model. In 2000, the European Council set up the goal of turning Europe into the world's most competitive knowledge-based economy by Lisbon Strategy.

4 The Barcelona Council, in 2002, emphasised the importance of research and innovation by setting the goal of increasing the level of expenditure in research and development to 3% of GDP by 2010 with two thirds of that investment coming from the private sector. European leaders have set numerous targets for growth of the European economy, for improving industry's competitiveness and for increasing investment in research. 5 Investing more in R&D, engage the private sector is one part of the equation, and better co-ordination of European research has been initiated through the creation of the European Research Area (ERA) and related policy actions, such as the 'benchmarking of national research policies'. The ERA is the broad heading for a range of linked policies that attempt to ensure consistency of European research and facilitate the research policies of individual Member States in order to build a ‘common market’ for research and innovation. 6 The 6th Framework Programme (FP6) is the instrument supporting the creation of the European Research Area. The FP6 provides a coherent and ambitious pan-European framework for supporting RTD as part of EU research policy:  Stimulates transnational collaboration in research, particularly between industry and universities;  Encourages technology transfer;  Ensures the availability of venture capital;  Provides greater protection of intellectual property rights;  Support the human resources development; and  Encourages SME’ involvement. 6th Framework Programme

10 Engage the private sector Technology Platforms Intelligent Energy for Europe (DG-TREN) CONCERTO (FP6) Remove market barriers to the increased use of energy efficiency and renewable energy sources. It supports promotional activities (in a broad sense). Technology Platforms aims to foster public-private partnerships between the research community, industry and policy makers. The role of Technology Platforms is stimulating more effective RTD, particularly in the private sector. Concerto supports local communities in developing concrete initiatives that are both sustainable and highly energy efficient. Concerto support integrated demonstration and dissemination actions (including a significant short-term research component) which involve the real-scale application of new, renewable and efficient energy technologies.

11 Future of EU Research The European Commission has started the debate on the future European Union programme to support research activities and policies - 7th Framework Programme (FP7). The proposed orientations imply a significant expansion of the European Community research budget for the period Two new areas for European-level research activities are presented: space and security

12 Future of EU Research In the FP7 is expected to be reinforce the role of:  Technological Platforms  Basic Research  ERA-Net Scheme  Art. 169 of the Treaty Six major objectives identified  Launching European technological initiatives  Creating European centers of excellence  Stimulating the creativity of basic research  Making Europe more attractive to the best researchers  Developing research infrastructure of European interest  Improving the coordination of national research programmes

13  The European policy has enhance to a greater extent the importance of research to the EU sustainable growth.  Several activities have been carried on in order to get closer researchers and market actors. Conclusions  The mechanisms to support basic research, to promote the demonstration of new technologies and solutions and to bring research results to the market have been created.  Coordination of research has been largely focused
